**This position has a hybrid work schedule with three days/week working in the office in downtown Richmond, VA.

The Department of Accounts (DOA) seeks a financial professional to work in the Compliance Oversight and Federal Reporting unit as a Federal Reporting Compliance Analyst.

DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.

Job Duties

Supports DOA under the Assistant Director for Reporting Compliance.
Ensures compliance with state and federal reporting requirements;
prepares schedules to maintain compliance with the Code of Federal Regulations;
compiles federal grant information for inclusion in the SEFA annually;
prepares the annual federal and full costing statewide cost allocation plans;
compiles the federal repayment schedule;
ensures that the Commonwealth is fully recovering indirect costs from the federal government;
functions as data custodian for CAPPS and SEFA;
and provides administrative support for other functional areas within the Reporting Compliance Unit.

Minimum Qualifications

Experience in finance, accounting, business, or related field required.
Knowledge of governmental compliance requirements, accounting, reporting, and procedures.
Strong verbal and written communication; financial analysis and computer skills including strong intermediate to advanced Excel skills.
Demonstrated ability to implement guidelines, procedures, policies and reporting practices; analyze and resolve complex problems; organize, prioritize, and complete complex financial/accounting analyses; research and interpret regulatory guidelines.
Progressive experience in federal and/or state compliance reporting.
Familiarity with the Schedule of Expenditures of Federal Awards.
Strong analytical skills.

Additional Considerations

Considerable knowledge of federal regulations regarding indirect cost and federal reporting relating to state governments is preferred.
Experience with federal reporting requirements associated with Single Audit Reporting and Indirect Costs Plans.
Experience reviewing and interpreting authoritative accounting and reporting literature; and developing reporting procedures.
Experience with Cardinal Financials strongly preferred.
Additional hours may be required during the peak season of preparing the SEFA and Indirect Cost Allocation Plan, to include some necessary additional work time during evenings and weekends.
Limited planned time off is approved during periods of peak workload (September through November).
