Job Duties

The Virginia Department of Motor Vehicles is looking to hire a Sr. Occupational Safety and Compliance Officer for a position within the Joint Operations Center of the Information Security & Risk Management administration in Richmond, VA.

The Sr. Occupational Safety and Compliance Officer is responsible for developing, implementing, and overseeing a comprehensive safety program that encompasses all facilities, offices, vehicles, staff, and daily operations within the Commonwealth of Virginia Department of Motor Vehicles (DMV). This role involves ensuring compliance with OSHA regulations and specific state requirements. The Sr. Occupational Safety and Compliance Officer reports directly to the Captain of the Joint Operation Center.

The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications

• Experience in a role within safety, emergency management, or a similar field.
• Excellent leadership and team management skills, with the ability to motivate and unify diverse groups towards common goals.
• Comprehensive knowledge of OSHA regulations (29 CFR 1910), Virginia VOSH Program requirements, and state/federal emergency management laws and compliance standards for public sector operations.
• Experience developing, implementing, and overseeing comprehensive safety and emergency management programs aligned with organizational objectives, including motor vehicle operations and facilities management.
• Deep understanding of best practices in ensuring the safety of personnel and visitors
• Skilled in risk assessment methodologies, weather/environmental impact monitoring, natural disaster preparation, and developing effective mitigation strategies for complex safety situations.
• Awareness of relevant legal, regulatory, and compliance issues related to safety and emergency management in the public sector.
• Excellent verbal and written communication skills with demonstrated ability to design and conduct training programs, coordinate across organizational levels, and collaborate with external partners and government agencies.
• Skilled in analyzing complex situations, identifying potential safety risks, and devising effective solutions and mitigation strategies.
• Excellent verbal and written communication skills for clear and effective coordination and reporting across organizational levels, and collaboration with external partners and government agencies.
• Self-directed with strong initiative, analytical thinking, situational awareness, and commitment to continuous learning in safety, security, risk management, and emergency preparedness.
• Demonstrated strength in designing and conducting training programs to enhance staff readiness and awareness regarding safety and emergency procedures.
• Proven ability to maintain composure and provide decisive leadership during critical incidents, adapt strategies to changing threats, and execute COV/DMV contingency plans effectively.

Additional Considerations

Certifications (e.g., CSP, CIH, OHST, ASP, CHMM, CSHM, CET, CSMP) preferred.
