The DGS Office of State Mail Services (OSMS) is looking for 3 qualified candidates to join our team as a State Mail Carriers. In this role, you will deliver and collect inbound and outbound mail for approximately 90 state government entities that provide essential services across the Commonwealth. Your route will cover Capitol Square and the surrounding Richmond area. This position also requires enhanced mail screening and security responsibilities, including operating an X-ray scanner and working within a secure contaminant room. You will ensure full compliance with USPS and state regulations governing mail operations.

We use modern mail processing equipment and clear procedures to handle high volumes with accuracy and care. Team members receive ongoing training and are supported in maintaining high standards for safety, security, and service. We also provide guidance and training to agencies to help them choose the right mail and shipping solutions for their needs.

Our staff collects, processes, and delivers mail using dedicated OSMS vehicles and works directly with the agencies we serve every day. The work can be physically demanding, but it is meaningful, steady, and essential to keeping government running smoothly. This role is well-suited for individuals who enjoy staying active, working independently with occasional customer service interactions, and spending time outdoors.

Job duties include, but are not limited to: 

  • Receive and distribute USPS mail and interagency departmental mail along your assigned route, ensuring timely and accurate processing.
  • Apply postage to collected mail with high-speed postage meters.
  • Tracks postage cost by meter accounting system using appropriate cost centers and budget codes.
  • Maintain accurate scanner log for Delivery and Pick up.
  • Process mail using specialized equipment in a controlled setting to detect harmful devices, chemicals, etc., wearing protective outerwear.
  • Adhere to stringent security and inspection guidelines.
  • Assist agency personnel in understanding mail handling processes sensitive issues.

The incumbents are required to work at the workplace during an authorized closing because the positions have been designated by their division as essential to agency operations during emergencies.

Minimum Requirements

  • Valid Virginia driver’s license (or able to obtain VA license within 60 days of employment) and the ability to safely operate a vehicle in congested downtown environments.
  • Familiarity with chain of custody or a similar process documenting proper receipt and handling.
  • Familiarity with sorting, routing, and receiving items.
  • Ability to maintain confidentiality and handle sensitive information discreetly.
  • Ability to assess potentially harmful or suspicious mail and exercise sound judgment, discretion, and situational awareness.
  • Strong attention to detail, including the ability to maintain precision under time constraints or high-volume conditions.
  • Strong communication and interpersonal skills, including a commitment to excellent customer service and the ability to maintain professionalism when faced with stressful or unexpected situations.
  • Strong time management skills, including flexibility to adapt to schedule or route changes due to weather, agency needs, or operational priorities.
  • Ability to work outdoors in varying weather conditions while maintaining service quality.
  • Good manual dexterity, visual acuity, ability to distinguish color, and physical stamina to lift 20–50 pounds, stand for extended periods, bend, stoop, and operate mail and screening equipment safely and effectively.

Additional Considerations 

  • Knowledge of USPS regulations, postal inspection, safety practices, and security methods used in handling sensitive mail and contents.
  • Experience in day-to-day mail receiving and distribution logistics.
  • Experience using mail metering or other automated mailing equipment.
  • Experience in security, law enforcement, inspection, or other safety-sensitive environments.
  • Experience providing customer service in a government or public service environment.
