About the Agency
The Department of Elections promotes and supports accurate, fair, open, and secure elections for the citizens of the Commonwealth. ELECT ensures the proper administration of election laws, campaign finance disclosure compliance, and voter registration processes in the state by promulgating rules, regulations, issuing instructions, and providing
information to local Electoral Boards and general registrars.

About the Position
The User Experience/User Interface (UX/UI) Developer ensures compliance with the VITA web application standards and procedures. Maintains agency web presence. Supports and develops UX/UI with development team. Supports UX with quality assurance team. Provides graphic design services for agency web and print needs. Assists in managing agency brand. Develops detailed knowledge and functional area expertise of business processes; participates in teams and maintains positive, professional relationships with colleagues and customers; demonstrates initiative, timeliness, strong oral and written communications skills. Will train and assist content editors and users who have authorized access for website content management to ensure they can complete required content management tasks.
Minimum Qualifications
• Proficiency with programming languages such as HTML, SCSS/CSS, Handlebars, and JavaScript.
• Expert knowledge and experience with development, configuration, and maintenance of Terminal Four or other Content Management Systems.
• Skilled in Adobe Creative Suite, specifically Adobe Photoshop, Illustrator and Acrobat.
• Proficiency in analysis, testing, and development of UX/UI.
• Knowledge and experience with accessibility standards and testing.
• Ability to create professionally written deliverables that document systems, tasks, and processes.
• Demonstrable ability to communicate effectively using oral, written, and interpersonal skills; must be able to collaborate with cross-functional teams and explain technical concepts to non-technical stakeholders.
• Demonstrable experience managing time and multiple assignments efficiently and effectively.
• Knowledge of best practices for implementing security measures.
• Ability to quickly identify and resolve technical issues, broken links, or site errors efficiently.
• Ability to monitor trends and be willing to update skills and knowledge of website design and development.
• Ability to provide information analysis proactively and interactively with business staff.
• Ability to use logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, and approaches to problems.
• Must be able to stay current with rapidly evolving web technologies, industry trends and best practices.
Additional Considerations
• Certification in Graphic Design, UX Design, or Information Systems or appropriate experience may substitute.
• Experience with HTML, CSS, JavaScript, Terminal Four or other Content Management Systems, and Adobe Creative Suite is desired.
