The Virginia Department of Emergency Management is currently seeking a qualified candidate to become our Deputy Chief Financial & Administration Officer!
*This position is eligible for one day of telework per week. Due to the public-facing nature of the role, regular onsite presence is required.*
The Deputy Chief Financial & Administration Officer serves as a senior leader within the agency’s Finance and Administration team, providing strategic and operational oversight of the Division of Finance, Budget, and Facilities, Fleet, and Safety.
This position ensures the fiscal integrity, infrastructure readiness, and operational continuity of the agency through effective leadership and coordination of these critical support functions.
The Deputy CFO serves as the designated backup to the Chief Financial and Administration Officer, assuming full responsibility for financial leadership in the CFAO’s absence. The role supports enterprise-wide financial planning, compliance, and resource stewardship, and engages with internal and external stakeholders to ensure alignment with state and federal requirements. The Deputy CFAO also plays a key role in disaster-related financial coordination and emergency response support.
Minimum Qualifications
-Executive-level knowledge of public sector financial management, including budgeting, accounting, grants administration, and financial reporting.
-Strong understanding of state and federal compliance requirements, including DOA, DPB, and federal grant regulations.
-Demonstrated experience in financial planning, forecasting, and resource allocation in a complex governmental environment.
-Expertise in facilities and fleet operations, including capital planning, asset management, and workplace safety.
-Proficiency in Microsoft 365 tools, including Teams, SharePoint, and Excel, with a focus on adapting these platforms to enhance collaboration and operational efficiency.
-Experience implementing workflow automation and process improvements using tools such as Power Automate and SharePoint workflows.
-Skills in using Power BI for financial reporting, dashboard development, and data-driven decision-making.
-Proven ability to lead cross-functional teams and manage diverse administrative functions with a focus on operational efficiency and risk mitigation.
-Ability to identify and leverage existing tools and systems to drive cost savings and improve service delivery.
-Strong interpersonal and communication skills, with the ability to engage effectively with executive leadership, oversight bodies, and external stakeholders.
-Ability to develop and implement internal controls, audit readiness strategies, and performance metrics.
-Experience supporting continuity of operations and serving in a leadership capacity during emergency response and recovery efforts.
-Commitment to ethical standards, transparency, and public service values.
Additional Considerations
- Previous experience as a project manager and a track record for successful project
management/coordination, including the ability for taking great initiative when working
independently or in a group; project management certification preferred.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
