Job Duties

The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Information Services and Technology (IS&T) is seeking an experienced IT professional to serve as a Cloud Engineer II. The successful candidate will serve primarily as an Oracle Fusion Cloud ERP Developer, supporting the agency’s enterprise ERP platform through design, development, integration, and ongoing operational support. This position is responsible for building and maintaining Oracle Fusion ERP integrations, data loads, and reporting solutions that support critical business processes. In addition to Oracle ERP responsibilities, this position performs secondary Level 2 (L2) production support for AWS-hosted, in-house applications. This position works closely with business partners, ERP functional teams, developers, and senior engineers to deliver secure, scalable, and reliable solutions aligned with Commonwealth of Virginia and VITA standards.

Additional Responsibilities Include:
• Designing, developing, and maintaining integrations using Oracle Integration Cloud (OIC), including adapters, orchestrations, mappings, and error handling.
• Building, supporting, and troubleshooting integrations involving procurement systems and other 3rd party systems.
• Troubleshooting and resolving complex technical problems.
• Managing File-Based Data Import (FBDI) and HCM Data Loader (HDL) processes, including validation, troubleshooting, and reconciliation.
• Developing and supporting BI Publisher (BIP) and Oracle Transactional Business Intelligence (OTBI) reports.
• Providing Level 2 support for AWS-hosted applications, escalating to L3 as needed.
• Analyzing logs and metrics using AWS CloudWatch, CloudTrail, and X-Ray to diagnose and resolve issues.
• Collaborating with L3 developers on root-cause analysis and remediation of application defects.
• Support cloud infrastructure and services across AWS and OCI environments.
• Implementing automation using scripting languages (Python, shell) and infrastructure-as-code tools such as Terraform or CloudFormation.
• Maintaining dashboards, alerts, runbooks, and technical documentation.
• Participating in change management, testing cycles, patch validation, and deployment activities.

Minimum Qualifications

• Hands-on experience in Oracle Fusion Cloud with a deep understanding of its ERP system, modules and architecture.
• Experience with Oracle Fusion ERP development and integrations.
• Strong functional understanding of Oracle Fusion Cloud ERP (Financials, Procurement, EPM, SCM).
• Experience building, supporting, and troubleshooting integrations involving procurement systems and other 3rd party systems.
• Hands-on experience with Oracle Integration Cloud (OIC), designing inbound/outbound integrations, using REST, SOAP, FTP adapters and orchestration patterns.
• Ability to diagnose Failed integrations, FBDI import errors, BI Publisher report failures and OIC processing issues.
• Skills with SOAP/REST Web Services, OIC Integration Flows (ICS/OIC), JSON, XML, XSD, WSDL, API testing tools (Postman, SOAP UI)
• Experience with Oracle reporting tools such as BI Publisher (BIP) and OTBI.
• Strong SQL and PL/SQL skills for data analysis and troubleshooting.
• Working knowledge of AWS core services including EC2, S3, RDS, Lambda, VPC, and IAM (desired).
• Experience with cloud monitoring and observability tools such as AWS CloudWatch and CloudTrail (desired).
• Ability to read and troubleshoot application code written in Python or Node.js.
• Understanding of DevOps and CI/CD practices and tools.
• Strong analytical, problem-solving, communication, and collaboration skills.

Additional Considerations

• Experience supporting production cloud environments in a public-sector or regulated environment.
• Certified as an Oracle Cloud Infrastructure Application Integration Professional.
• Oracle Fusion ERP certifications, AWS Cloud Practitioner, and/or Associate-level certifications.
