POSITION OVERVIEW AND DESCRIPTION:
This position will be working closely with agency leadership to develop and support the agency’s mission.
This position will also provide assurance as to the compliance of grantees' expenditures with DRPT, Federal Transit Administration (FTA), and Rail Program guidelines and to ensure the financial information, operating performance data, and vehicle tracking provided by grantees is materially accurate and complete.
The funding of grants and program requirements are complex. Revenue sources consist of federal, state and local monies that have various matching percentages. Grantee expenditures must be tested to ensure compliance with many federal programs and DRPT guidelines. Several hundred grants are accounted for each year using detailed project and cost codes in the various funds of the agency. These grants are made to over 150 grantees with an annual value of over $800 million. Additionally, with this role you may be required to perform other duties as assigned.
The Department of Rail and Public Transportation offers a generous total compensation package. Well qualified candidates will be eligible to negotiate Exceptional Recruitment Incentives. New external candidates of the Commonwealth will be eligible to negotiate cash and leave bonuses upon hire. Existing State employees will be eligible to negotiate leave bonuses upon hire.
Minimum Qualifications
MINIMUM QUALIFICATIONS:
• Background or experience in such areas as auditing, accounting, business administration, or finance.
• Experience in professional level of accounting or auditing positions conducting financial, operational, and compliance audits is desired, or equivalent combination of training and experience.
• Ability to conduct on-site and virtual compliance reviews/audits.
• Ability to compile, analyze, and interpret financial data.
• Experienced in documenting audit findings.
• Working knowledge of GAAP and auditing principles.
• Proficient in Microsoft Office 365 Suite (Word, Excel, PowerPoint) and/or Google applications.
• Ability to gather and review data from accounting systems, grants management systems, and/or related sources.
Additional Considerations
PREFERRED QUALIFICATIONS:
• Skilled in ensuring auditees’ adherence to state, federal, and/or GAAP guidelines.
• Strong ability to prepare accurate workpapers and financial reports.
• Experienced in preparing comprehensive compliance review reports.
• Excellent verbal and written communication skills; strong interpersonal abilities.
• Experienced in reviewing large mainframe accounting systems.
• Proficient in applying independent judgment to interpret rules, regulations, and policies.
• Demonstrated leadership in coordinating and overseeing work of other auditors.
ADDITIONAL CONSIDERATIONS:
• Travel will be required anywhere within the Commonwealth, approximately 4 to 10 days/nights each quarter.
• State cars and rental cars may be utilized for travel.
• Valid driver's license is required.
