Job Duties

The IT Business Analyst plays a vital role in supporting the Virginia Department of Emergency Management (VDEM) by bridging the gap between business needs and technical solutions. This position ensures that agency systems and processes are aligned with strategic goals through comprehensive data analysis, workflow evaluation, and active stakeholder engagement. By translating complex business requirements into actionable insights, the analyst helps drive effective system implementations and continuous process improvement.

Through collaboration with internal teams and external partners, the IT Business Analyst identifies inefficiencies, performs gap analyses, and recommends enhancements that optimize operations and support data-driven decision-making. The role is instrumental in documenting clear technical requirements, user stories, and acceptance criteria that guide development and testing efforts. Additionally, the analyst creates visual models—such as wireframes and process diagrams—to communicate proposed solutions and foster shared understanding among stakeholders.

This position also contributes to successful project execution by assisting with implementation, supporting user acceptance testing, and troubleshooting issues alongside developers and system administrators. By promoting cross-functional collaboration and knowledge sharing, the IT Business Analyst helps ensure consistency, efficiency, and innovation across VDEM’s technology landscape.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in this Employee Work Profile/job description.

Minimum Qualifications

• Demonstrated ability to gather and document business requirements, analyze workflows, and support solution implementation.
• Proficiency with tools for process modeling and visualization (e.g., Visio, Lucidchart, Balsamiq).
• Strong analytical, organizational, and problem-solving skills with attention to detail.
• Effective communication and interpersonal skills, with the ability to collaborate across technical and non-technical teams.
• Familiarity with Microsoft 365 tools, including SharePoint, Teams, and Power Platform.
• Basic proficiency in data analysis tools such as Excel, Power BI, or SQL.

Additional Considerations

• Experience working in or with emergency management or public safety.
• Exposure to Agile, Scrum, or hybrid project methodologies and related tools (e.g., Jira, Azure DevOps).
• Familiarity with system testing practices and experience supporting user acceptance testing (UAT).
• Coursework or certification in business analysis (e.g., CBAP, CCBA, PMI-PBA) or related disciplines.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
