Job Duties

The Virginia Department of Emergency Management is currently seeking a qualified candidate to become our All-Hazards Planner for Region 3!

The All-Hazards Planner serves to carry out all directives related to the Homeland Security and Emergency Management Programs in compliance with applicable federal and state laws, executive orders, published policies, and established procedures.

Duties include assisting localities, state agencies, tribal governments, institutions of higher education, and other partners in VDEM's Region 3, and/or other VDEM Regions as assigned, with the development, maintenance, and review of all-hazards plans and other plans as assigned. It also involves working in a designated regional office, remotely, or on the road as applicable in order to respond to emergencies across the region or the Commonwealth and will work within a team structure reporting to the Chief Regional Coordinator for Region 3. This position requires frequent travel within the region and the Commonwealth.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official EWP. This position, at times could include work beyond the regular 40-hour work week. Hours beyond 40-hour work week will be paid at time and a half only for those hours applicable to the State Declared Emergency or as the Human Resources Policies dictate. In times exceeding 40 hours in a work week in a non-declared emergency may be allowed for compensatory time on a case-by-case basis.

Minimum Qualifications

- Considerable working knowledge of the four phases of emergency management, federal emergency management planning guidance, National Incident Management System, and incident command principles.
- Knowledge of Homeland Security Exercise and Evaluation Program (HSEEP).
- Considerable skill in the use of computers and Microsoft Office.
- Superior interpersonal and communications, written and verbal, skills.
- Demonstrated ability to develop, write, and review all-hazards plans, and to organize large, complex documents electronically.
- Demonstrated ability to foster teamwork and effectively interact with state and local officials.
- Ability to relay technical, regulatory, and/or sensitive information to diverse individuals and groups.
- Ability to self-direct, work with minimal supervision, and work in hazardous environments for prolonged periods of time both in emergency and outside of emergency situations.
- Ability to maintain confidential information.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
