The Tax Adjudication and Resolution Division within the Office of Tax Policy and Legal Affairs of the Virginia Department of Taxation is seeking an experienced policy, accounting, or legal professional to serve as a Lead Tax Law Analyst for the Income and Local Sales Tax Adjudication team.
The Lead Tax Law Analyst supervises a team of Tax Law Analysts who apply tax law, regulations, and policy for the Tax Commissioner’s consideration by:
Analyzing administrative appeals of disputed tax assessments
Rendering rulings relating to Virginia taxes
Delivering advisory opinions relating to Virginia’s local business taxes
Evaluating offers in compromise based on doubtful legal or factual issues
The Lead Tax Law Analyst also serves as a resource/liaison on highly technical and complex tax issues, within and outside of the agency, including compliance staff, lawyers, accountants, and other tax professionals. In addition, the Lead Tax Law Analyst coordinates with the Office of the Attorney General in court appeals of disputed tax assessments. The Lead Tax Law Analyst will supervise these functions as well.
Additional responsibilities of this position include:
Reviewing draft decisions prepared by Tax Law Analysts and providing robust feedback
Assisting Tax Law Analysts with managing their inventory of cases and setting objectives for completion
As business needs dictate, performing all of the functions of a Tax Law Analyst in preparing a case file and drafting decisions, especially legally or factually complex cases or ones that present novel issues
Serving as a subject matter expert to liaison with other operational areas of the Department, including audit teams and legislative development
Developing tools, process improvements, and/or programs to help the team function more effectively
Coaching and mentoring the team of Tax Law Analysts in their own professional development
Supervising staff to ensure compliance with unit and agency policies
This position is eligible for a hybrid telework schedule with 2 days remote and 3 days in office per week.
This position is located in our Main Street Center office in Richmond, Virginia.
The anticipated hiring range is commensurate with experience.
Minimum Qualifications
Considerable ability to analyze complex factual and legal issues and reach legally supportable conclusions
Significant knowledge and skill in communicating complex technical issues in a clear and concise manner, both verbally and in writing
Strong writing skills and demonstrated ability to draft appeal determinations, rulings or other highly technical documents in a clear and concise manner – applicants may be asked to provide a writing sample to be evaluated
Demonstrated ability to research, analyze and resolve complex issues relating to state and local taxation
Supervisory experience and/or the ability to lead and manage other staff members
Additional Considerations
Working knowledge of the administrative appeals process for state taxes
Experience analyzing and interpreting tax law and issues in a legal or administrative appeals environments
Advanced level knowledge of federal, state, and local taxation principles and practices
Advanced level knowledge and experience in the areas of law, taxes, public policy, business administration, accounting, or other related fields
Experience managing a workload consisting of a large volume of technical issues that must be addressed in an environment with shifting priorities
