The DGS Division of Real Estate Services (DRES) seeks to hire a real estate professional to serve as a Transaction Manager for Leased Properties.

DRES supports state departments, agencies, and institutions and their public missions by providing high quality real estate that is cost effective and functionally efficient. DRES also manages the Commonwealth's broad real estate portfolio, ensuring compliance with applicable laws, policies, procedures, guidelines, and best practices.

As part of the Leased Property team, this Transaction Manager supports DRES by ensuring that client agencies receive timely real estate services and are provided the facilities they need at the most economical cost. The Transaction Manager serves as the DGS DRES’ liaison with assigned client agencies, providing effective leadership and direction in developing and achieving strategic goals for acquisition, use, and disposal of real property. They provide expert advice and assist agencies in strategic planning, defining facility needs, selecting facilities that meet those needs, obtaining necessary services, conducting and negotiating transactions, and reviewing transactions and documents to make informed recommendations for approval by the Governor.

Job duties include, but are not limited to:

  • Draft and review real estate documents.
  • Understand and effectively communicate with assigned agencies at all stages of the transaction cycle.
  • Develop and recommend lease terms.
  • Negotiate commercial leased real estate transactions.
  • Manage DRES broker’s delivery of services.
  • Input data in CoVA Trax and ensure that transaction documentation is maintained.

This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule (telework up to 2 days*/week) upon completion of an approved telework agreement.

Minimum Qualifications

  • Valid Virginia driver’s license (or able to obtain VA license within 60 days of employment) 
  • Experience managing real estate transactions from start to finish.
  • Knowledge of real estate principles, practices, and laws.
  • Experience with architectural, MEP drawings, and construction methods and materials.
  • Experience performing basic financial analyses.
  • Experience acting decisively and accurately in advising and assisting client agencies.
  • Solid analytical and organizational skills and ability to multi-task.
  • Strong negotiating skills and experience effectively presenting ideas and concepts to co-workers, agencies, managers, and vendors.
  • Excellent verbal and written communication skills.
  • Ability to work independently and as part of a team.
  • Strong customer service skills.
  • Skill in use of PCs and of office automation software (word processors, spreadsheets, etc.).
