Job Duties
Virginia Works is seeking a Procurement Officer to support agency operations by procuring a broad range of goods, equipment, and services in a timely, cost-effective, and compliant manner within a fast-paced and growing environment. This position supports Headquarters and Workforce Service Delivery offices statewide and ensures procurement activities align with the agency’s mission and all applicable state and federal procurement requirements.
Minimum Qualifications
*Experience in public procurement, including application of state procurement laws, regulations, and policies. Experience using various procurement methods, including competitive and non-competitive processes.
*Working knowledge of the VPPA and APSPM. Experience using the Commonwealth’s e-Procurement system (eVA).
*Working knowledge of the Commonwealth’s Small Purchase Charge Card (SPCC) Program.
*Ability to research procurement issues, interpret policies, and recommend compliant solutions. Ability to assist in developing specifications, scopes of work, and cost-effective purchasing strategies.
*Strong analytical, organizational, and problem-solving skills. Proficiency with Microsoft Office applications, including Excel. Effective written and verbal communication skills.
*Ability to work independently, manage multiple priorities, and collaborate effectively with internal and external stakeholders. Ability to perform basic mathematical calculations and apply logical reasoning. Ability to maintain accurate, audit-ready records.
Additional Considerations
• Working knowledge of the principles and practices of public procurement; knowledge of the policies and procedures contained in the Agency Procurement and Surplus Property Manual (APSPM); knowledge of the Virginia Public Procurement Act (VPPA).
• Experience using the Commonwealth’s automated e-procurement system (eVA); experience using the Quick Quote tool in eVA; experience with an Enterprise Resource Planning system such as Oracle/FMS.

•Virginia Contracting Associate (VCA) certification, or the ability to obtain within (1) year of employment.
