The Virginia Department of Corrections (VADOC) invites qualified executive leaders to pursue a high-impact opportunity to serve at the senior leadership level of the Commonwealth’s largest executive branch agency. VADOC advances public safety across Virginia through secure custody, effective supervision, and evidence-based rehabilitation — a mission supported by nearly 13,000 authorized employees and an annual operating budget of approximately $1.6 billion.
This position offers a significant opportunity for an experienced leader to join the Senior Executive Leadership Team and help shape the future of corrections in Virginia. Reporting directly to the Chief Deputy Director, the Deputy Director for Community Corrections provides comprehensive oversight of all community supervision operations, ensuring alignment with VADOC’s public safety mission.
In this role, the Deputy Director leads statewide community corrections operations and staff, guiding organizational transformation while strengthening public safety, promoting offender accountability, and supporting successful reintegration. The position collaborates with internal and external stakeholders to advance workforce development, fulfill the agency’s mission, and serve the Commonwealth.
The Deputy Director provides executive leadership and strategic oversight of the Division of Community Corrections, guiding enterprise functions that enable probation and parole districts and alternative correctional programs to operate effectively. This role drives the strategic vision for community supervision and alternative programs, ensuring evidence-based practices are consistently applied to enhance community safety and offender outcomes across the Commonwealth.
This position:
• Provides executive leadership and statewide strategic direction for Community Corrections, including Probation and Parole services and Community Corrections Alternative Programs (CCAP).
• Serves as a principal advisor to the Director and Chief Deputy Director on community corrections policy, community-based offender management, and system-wide risk mitigation.
• Ensures governance, accountability, and compliance with statutory requirements, judicial mandates, and executive directives impacting community supervision.
• Leads large-scale organizational change initiatives affecting Community Corrections, including modernization, policy reform, and workforce transformation.
• Provides executive oversight and direction to Regional Administrators, District Chiefs, and senior leadership to ensure consistent service delivery and alignment with the agency’s public safety mission.
• Oversees statewide performance management, including operational metrics, caseload standards, staffing levels, and resource allocation to support effective community supervision.
• Guides efforts to improve offender outcomes through evidence-based supervision strategies, reentry coordination, and partnerships with community-based service providers.
• Collaborates with executive leadership and internal partners including Operations, Reentry, Health Services, Administration, and Professional Services to ensure continuity of care, information sharing, and operational effectiveness.
• Establishes leadership expectations and accountability frameworks for Community Corrections leadership, promoting professionalism, accountability, and continuous improvement.
The Deputy Director for Community Corrections delivers statewide leadership to:
• 43 Probation and Parole District Offices
• 5 Community Corrections Alternative Program Facilities
• Sex Offender Monitoring Unit
• Voice Verification and Biometrics Unit
Minimum Qualifications
Extensive knowledge of executive-level leadership principles, governance models, and management practices applicable to a large, complex public sector organization.
· Knowledge of VADOC’s mission, vision, goals, operational environment, and applicable federal and state laws, regulations, policies, and procedures governing public administration.
· Extensive experience and expanded knowledge of community-based supervision practices, evidence -based corrections practices and offender risk management.
· Demonstrated ability to plan, direct, coordinate, and oversee multiple statewide functions; lead and supervise executive-level managers; establish strategic priorities and ensure effective delivery of agencywide support services aligned with organizational objectives.
· Advanced skills in executive communication, strategic advising, and stakeholder engagement, including the ability to present complex matters to senior leadership, oversight bodies, and diverse audiences to support informed decision-making.
· Experience leading organizational modernization, systems improvement, or large-scale operational initiatives within a public sector or similarly complex environment.
· Demonstrated ability to operate effectively within a highly regulated public safety or governmental environment, including interpreting and ensuring compliance with complex legal, regulatory, and policy requirements while exercising sound judgment and discretion.
· Ability to complete Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100.
· Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132
Additional Considerations
· Advanced knowledge, education, executive development, or professional certifications in Public Administration, Business Administration, Public Safety, Law Enforcement Administration, Organizational Leadership, or a related field.
· Experience serving in a senior executive or enterprise leadership role within a large public sector, corrections, law enforcement, or similarly regulated environment.
