Job Duties

The Virginia Department of Education is looking for a Senior Budget Analyst to execute and monitor various Central Office and Direct Aid budgets, ensuring that expenditures are within appropriations, appropriations are allotted and available, and necessary administrative budget adjustments are made.

This person would be expected to provide technical support in the development, execution, and monitoring of the Direct Aid to Public Education, CSA, and Central Office budgets, as well as various services and information to internal and external audiences in support of agency operations.

The Senior Budget Analyst would be responsible for the following duties:

  • Meet with program managers as needed to review the status of project code budgets, including expenditures, encumbrances, balances, and planned expenditures for Central Office and Direct Aid accounts.
  • Facilitate use of Oracle Financials information by program managers.
  • Monitor that sufficient funds are available for encumbrances and expenditures and keep program managers informed of account statuses.
  • Provide technical assistance to school divisions, and program managers on Direct Aid and assigned Central Office accounts.
  • Assist in the execution of Central Office and Direct Aid budgets, including initiating timely and accurate payments to school divisions for various Direct Aid accounts.
  • Reconcile Direct Aid budgets monthly with PBS, PROBUD, CARINDAL, and Oracle Financials.
  • Develop, maintain, and monitor project code, appropriation, and federal grant award budget information in the Oracle Financials system.
  • Work with program managers using reports from CARDINAL and Oracle Financials, to establish project code budgets for state non-general fund projects based on beginning year cash balances and monthly revenue collections and make monthly updates to these budgets based on monthly revenues received.

Minimum Qualifications

  • Knowledge of state and federal accounts in Direct Aid to Public Education and Central Office budgets. Knowledge of and ability to apply calculations for entitlements.
  • Knowledge of state and federal law and regulations governing education programs.
  • Ability to perform analysis of account balances and monitor program expenditures vs. appropriations.
  • Ability to compile and reconcile monthly budgets for various programs. Knowledge of and ability to execute state-level budgetary processes.
  • Knowledge of Internal budget and accounting systems and ability to use data from such systems.
  • Working knowledge and skill-set in desktop and Internet computer applications and ability to apply such applications in the budget setting.
  • Ability to use oral and written communication to convey information to diverse audiences, ability to work independently, and ability to apply analytical skills in the budget setting.

Additional Considerations

  • A bachelor's degree with studies in a related field is preferred.
  • Demonstrated experience in education budgeting or related field is required.
