Job Duties

The Virginia Retirement System (VRS) is seeking a Technical Program Manager to join our dynamic team. In this role, the person will lead the planning, execution, and delivery of complex technical projects while providing both strategic and hands-on guidance to teams. They combine deep technical expertise with strong leadership and communication skills to ensure successful outcomes across people, processes, and technology.

• Lead, manage, and mentor cross-functional technical teams, providing day-to-day people management, workload planning, performance support, and professional development while ensuring program deliverables align with approved scope, schedules, and organizational priorities.
• Lead the planning, coordination, and execution of complex technical programs across multiple teams, ensuring initiatives align with strategic goals, funding, and legislative requirements.
• Translate business, legislative, and operational needs into program roadmaps, technical plans, and measurable outcomes, without being responsible for hands-on development or post-production support.
• Serve as the primary liaison between business stakeholders, IT teams, vendors, and external partners to coordinate priorities, manage dependencies, and communicate program status, risks, and outcomes.
• Implement, monitor, and continuously improve program delivery frameworks, processes, and tools (e.g., Agile, Scrum, DevOps pipelines) to ensure consistent and predictable program execution.
• Identify, assess, and mitigate program-level risks and resource constraints, balancing changing business priorities with technical complexity to ensure on-time and within-scope delivery.

Minimum Qualifications

Bachelor’s degree in information systems, computer science or a closely related field.
Five (5) or more years in implementing or maintaining COTS solutions.

Additional Considerations

Demonstrated experience in the following: PowerBI, .Net Core .Net, Java, SQL server frameworks, Web UI, etc. Proficient with Microsoft Office Suite including SharePoint.

Ability to ascertain and meet customer expectations. Ability to work effectively and independently in a fast paced environment where priorities can rapidly change. Communicate effectively orally and in writing to a diverse group. Excellent analytical and troubleshooting skills to identify and resolve technical issues. Collaborate with cross-functional teams and clearly articulate technical concepts to non-technical stakeholders.

The current hybrid schedule for technology employees is 3 days onsite in Richmond, VA (Tuesday, Wednesday and Thursday) and 2 days remote (Monday and Friday). All employees must be able to work the current hybrid schedule and report to the office as needed on designated remote days.
