Job Duties
This position is responsible for ensuring agency compliance with all state and federal requirements for timely and accurate recording and reporting of agency payroll transactions and taxable fringe benefits for two agencies. Supervises a team of payroll technicians who process payroll for approximately 4,300 classified and hourly employees. Duties include overseeing payroll and reconciliation functions including select financial systems reconciliations, post payroll reconciliations for taxable wages, healthcare, parking and retirement contributions. Ensures the accuracy of all employer related fringe benefits including commuting deductions, taxable fringes and mobile device reimbursements. Develops and revises internal payroll practices and processes to increase accuracy, timeliness and efficiency of payroll processing. Responsible for the data management of Commonwealth’s Payroll System payroll reports; preparing the necessary journal entries to ensure payroll transactions are properly recorded on the general ledger and the reconciliation and submission of federal and state quarterly and annual reports to the Department of Accounts (DOA). Responsible for facilitating positive working relationships with the Human Resource Office Staff and providing quality customer service to all employees.

Minimum Qualifications
• Experience ensuring prompt & accurate processing of payroll
• Knowledge of federal & state payroll tax compliance rules; experience using automated financial systems
• Demonstrated proficiency with Microsoft PC software- Word, Excel, Access & Power Point
• Knowledge of Generally Accepted Accounting Principles (GAAP)
• Ability to identify, research, analyze & solve problems; experience in process development/improvement, implementation, demonstrated ability to advise, direct & train staff; evaluate employee performance
• Excellent written & verbal communication skills; ability to prioritize priorities

• Knowledge of the Commonwealth’s payroll system
• Supervisory experience overseeing/reviewing work of others
