Job Duties
The Regional Human Resources Business Partner serves as a subject matter expert (SME) to assigned regions and provides guidance on an array of HR functions including recruitment and selection, classification and compensation, benefits and employee relations. Provides expert level advice to managers and staff regarding complex matters, provides support and guidance to HR Analysts for all HR
functions and maintains quality assurance and consistent application of HR policy and procedures. Ensures accurate interpretation of state and federal policies and regulations related to various HR functional areas. Extensive contact with internal and external stakeholders to provide guidance and problem resolution services for complex and/or controversial matters. Work and HR issues are typically difficult in nature. Leads and manages projects assigned to HR team and is responsible for workflow design.
The position requires travel across the region multiple times per month and on an as needed basis. Areas include but are not limited to: Roanoke City, Roanoke County, Lee County, Buchanan, Bristol, Covington, Lynchburg, Danville, Pulaski, Martinsville. Lenowisco, Alleghany, Franklin, etc.

Minimum Qualifications
• Considerable knowledge of HR practices and principles to perform and lead advanced level duties
• Considerable knowledge of compensation/classification, recruitment/selection, benefits, employee relations, and federal and state HR laws and regulations
• Ability to make decisions independently in accordance with applicable federal and state HR regulations and to ensure consistent application of policies and procedures
• Demonstrated experience developing strategies to improve customer service; to analyze data and reach conclusions that are logical and legally supportable; to perform job analyses; to perform complaint investigations; to professionally counsel and advise all levels of management and staff; and to communicate orally and in writing
Additional Considerations
• Demonstrated knowledge and/or experience as a working people manager in Human Resources, Business Administration, Public Administration, or related field
• Progressive and working knowledge in a variety of professional HR functional areas or as a HR generalist
• Valid Driver’s License is required
