Job Duties
The Virginia department of Agriculture and Consumer Services is seeking a Deputy Director for Administrative and Financial Services (AFS). This position will provide overall managerial, administrative, and technical assistance to AFS program managers and will assist the Director in policy development and in ensuring the division achieves established goals and objectives as well as developing long and short-range plans to ensure quality services are available to agency internal and external customers. Functions include budget, finance, procurement, capital outlay/facilities management, and the VA Wine Distribution Company and the successful candidate will also serve as the Executive Director of the Virginia Agricultural Council. Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth’s telework policy.
Minimum Qualifications
Requires comprehensive knowledge of administrative and business processes, programmatic and operational controls, policy development, personnel management and financial/budgetary controls. Considerable knowledge of program evaluation, analyses, and strategic planning methods. Working knowledge of generally accepted accounting, finance, and budget practices; federal grants; procurement; human resource principles and practices; strategic planning; and the legislative process. Demonstrated ability to work effectively in a leadership role with a diverse staff. Demonstrated ability to communicate effectively both orally and in writing; analyze problems and develop solutions; identify issues at a local, state and national level that impact operations of the Office; maintain effective working relationships with agency employees, businesses, organizations, and government officials. Skill in managing supervisory personnel to develop teamwork and cooperation in the work unit. Demonstrated ability to plan and set objectives and goals to achieve results, and work under stressful conditions and tight deadlines. Comfortable working with and learning a variety of state computer systems, specifically with Cardinal, eVA, etc.

A significant combination of related education, training and experience indicating possession of the preceding knowledge, skills, and abilities related to general management, business operations, regulatory administration, finance, budget, and procurement at the state level.
