Job Duties

Working in DPOR's Information Systems department, this position will be responsible for:
• Functioning as an advanced-level Applications Developer responsible for designing, developing, integrating, and maintaining enterprise solutions using Microsoft Power Platform and Dynamics 365 in support of DPOR’s licensing, enforcement, and administrative functions.
• Applying a significant depth of technical knowledge and experience to deliver secure, scalable, and maintainable solutions.
• Exercising appropriate judgment and technical leadership in solution design, implementation, and troubleshooting.
• Ensuring solutions are well-documented and compliant with the Commonwealth of Virginia IT standards, security requirements, and governance practices.
• Supporting application lifecycle management, including environment strategy, deployment, and ongoing maintenance.
• Leading and supporting system integrations across internal and external platforms.
• Mentoring and guiding technical staff and business users to promote effective adoption, sustainability, and long-term success of solutions.

Minimum Qualifications

• Extensive professional experience developing in Microsoft Power Platform and Dynamics 365.
• Considerable professional experience with Dynamics 365 Customer Service.
• Extensive working experience with Power Platform (Power Apps—canvas & model-driven, Dataverse, Power Automate, Power Pages).
• Considerable working experience with solution management (managed/unmanaged), environment variables, and reusable components.
• Considerable working knowledge of SharePoint Online architecture and security fundamentals; ability to select SharePoint Lists vs. Dataverse appropriately.
• Extensive working knowledge of solution architecture, data modeling, performant querying (filters, delegation, indexing), and API integration.
• Considerable working knowledge of custom components, reusability patterns, and custom connectors; basic HTML/CSS/JavaScript for UI customizations.
• CI/CD awareness (Power Platform Pipelines / GitHub), unit testing, and test automation
• Considerable experience with Dynamics 365 Customer Service
• Proficiency with custom connectors, Azure Functions, and API integrations.
• Knowledge of role-based security configuration in Power Platform and D365.
• Considerable experience with data migration tools
• Working experience with DevOps tools for Power Platform (e.g., GitHub).
• Considerable experience with security, governance, and environment strategy (DLP, role-based security, least privilege, external federation for Power Pages)
• Experience with Agile delivery, backlog refinement, and stakeholder communication
• Strong communication, problem-solving, documentation, and cross-team collaboration skills
• Experience in effectively mentoring and training others
• Working knowledge of Commonwealth of Virginia IT policies, governance, and enterprise architecture standards.

Additional Considerations

• Demonstrated experience working in a Microsoft GCC tenant.
• Working knowledge of Commonwealth of Virginia IT policies, governance, and enterprise architecture standards.
• Considerable experience with Visual Studio (performing C# programming)
• Knowledge of accessibility compliance (Section 508/WCAG).
• Prior work experience with Virginia state agencies
