Job Duties

The Virginia Department of Emergency Management is currently seeking a qualified candidate to become our Chief Financial Officer!

This position is eligible for one day of telework per week. Due to the public-facing nature of the role, regular onsite presence is required.

The Chief Financial Officer (CFO) serves as a senior executive member of the Virginia Department of Emergency Management (VDEM) leadership team and is responsible for enterprise-wide financial stewardship and fiscal strategy. The CFO provides executive oversight of grants and recovery financial management, procurement, accounting, accounts payable, compliance, and budget and financial planning. The position ensures integrity, transparency, sustainability, and compliance in the management of state and federal funds, including disaster and recovery funding, and serves as the principal financial advisor to executive leadership.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP.

Minimum Qualifications

- Executive-level knowledge of public sector financial strategy, including budgeting, grants, procurement, and regulatory compliance.
- Extensive knowledge of state government financial management processes and state and federal accounting and reporting policies and procedures.
- Knowledge of budget development, execution, monitoring and analysis.
- Demonstrated knowledge of techniques for analysis of complex financial data, financial transactions and preparation of financial reports.
- Documented record of successful compliance with Department of Accounts and Department of Planning & Budget guidelines or comparable requirements.
- Extensive quantitative and analytical skills.
- Proven success in overseeing complex regulatory environments and aligning administrative functions with agency mission.
- Superior interpersonal, verbal, and written communication skills effective in training and conducting presentations.
- Exceptional leadership, organizational, and communication skills; demonstrated ability to engage with high-level internal and external stakeholders.
- Considerable skill in the use of computers, Microsoft Office Suite, financial systems and various software.
- Ability to apply knowledge of auditing and financial information systems.
- Ability to manage and develop diverse professional teams, foster interagency collaboration, and work effectively as part of senior leadership.
- Ability to analyze, develop and implement Virginia State policies, procedures, plans and legislative actions; to plan and set objectives to achieve results.
- Demonstrated ability in supervising professional staff and in staff development.
- Ability to complete agency expectations for training within required timeframes.

Additional Considerations

- Professional certification (CPA/CMA/CGFM) is preferred.
- Extensive proven management experience is preferred.
- Experience working in or with emergency management or public safety.
