Job Duties

The Chief Administrative Officer (CAO) serves as a senior executive leader responsible for enterprise administrative operations that support VDEM’s mission readiness and long-term organizational effectiveness. The CAO provides executive oversight of support services (fleet management, facilities management, and workplace safety), information technology, information security, strategic planning and policy development, and enterprise data governance. The position ensures administrative systems, technology, and policies are aligned with agency priorities, security standards, and performance outcomes.

This position is eligible for one day of telework per week. Due to the public-facing nature of the role, regular onsite presence is required.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP.

Minimum Qualifications

• Executive-level knowledge of public-sector administration and enterprise operations.
• Knowledge of IT governance, cybersecurity principles, and information security standards.
• Knowledge of strategic planning, policy development, and data governance frameworks.
• Executive leadership of multidisciplinary administrative and technical teams.
• Translating executive priorities into operational strategies and policies.
• Leveraging technology and data to improve organizational performance.
• Ability to align administrative, technology, and policy functions with agency mission.
• Ability to manage enterprise operations under high-pressure emergency conditions.
• Ability to assess and mitigate operational, cybersecurity, and administrative risks.

Additional Considerations

• Previous experience as a project manager and a track record for successful project
management/coordination, including the ability for taking great initiative when working
independently or in a group; project management certification preferred.
• Experience working in or with emergency management or public safety.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
