Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced IT professional to fill the Managing Architect-Solution Architecture position. As part of the Enterprise Architecture team, this position will lead Solution Architecture and manage solution architects. is responsible for defining, governing, and delivering scalable, secure, and high-performing cloud solutions across the organization, with a primary focus on AWS and additional oversight of Azure, Data Center, and OCI environments. This position provides technical support for cloud initiatives and adherence to software engineering best practices, manages a team of architects, and alignment with the agency’s technical direction. In addition, this position will train teams on leveraging the possibilities of cloud technologies to ensure successful adoption and implementation.

Key Responsibilities include:
• Defining and governing enterprise cloud architecture standards, patterns, and best practices primarily on AWS.
• Leading scalable, secure, and resilient distributed system designs, including microservices, serverless, containerized, and hybrid-cloud reference architectures aligned to AWS Well-Architected principles.
• Overseeing cloud cost governance and optimization strategies using FinOps practices.
• Guiding and supporting solutions across Azure and OCI within a defined multi-cloud strategy.
• Establishing multi-cloud governance, workload placement, interoperability, and cross-cloud DevSecOps, observability, identity, security, and compliance standards.
• Leading, mentoring, and managing Solution Architects and Cloud Engineers, while driving technical direction, reviews, and solution approvals.
• Developing cloud capability roadmaps, competency frameworks, and fostering innovation and engineering excellence.
• Aligning cloud architecture with enterprise technology strategy, collaborating with cross-functional teams and architecture governance boards.
• Defining and maintaining architecture principles, guardrails, documentation standards, and ensuring security, regulatory, and risk compliance.
• Translating business requirements into scalable solutions, present trade-offs to executives, and acting as escalation point for complex architecture issues.
• Demonstrating strategic thinking, strong governance, stakeholder management, decision-making, risk assessment, and financial optimization awareness.
• Driving measurable outcomes including standardized architecture adoption, cost and performance improvements, reduced risk, faster delivery, and a high-performing scalable architecture practice.

Minimum Qualifications

• Experience in Cloud Architecture roles, with experience in enterprise solution design and implementation in AWS across most AWS services.
• Knowledge of Azure and OCI architecture patterns.
• Experience in managing and building high-performing technical teams.
• Experience in cloud-native application design, microservices, event-driven architecture, containers, and serverless architectures.
• Experience with Infrastructure as Code (Terraform, CloudFormation, ARM/Bicep) and automating cloud provisioning and management.
• Knowledge of CI/CD pipelines, DevSecOps practices, version control, and tools such as Jenkins and AWS CodePipeline.
• Experience in API strategy including API design, development, management, integration patterns, and messaging systems (e.g., AWS API Gateway).
• Understanding of cloud networking (VPCs, subnets, security groups) and cloud security best practices including IAM and security frameworks.
• Experience with containerization (Docker), orchestration (Kubernetes), and serverless platforms (e.g., AWS Lambda) within event-driven models.
• Ability to translate business requirements into fully tested, scalable workflows across cloud (AWS, Azure) and on-premises environments using approved tools.
• Proficiency in scripting and automation using languages such as Python and Node.js.
• Experience implementing monitoring, logging, dashboards, and alerting for cloud infrastructure and applications.
• Strong collaboration, communication, end-user training, and business process automation skills to drive solution adoption and simplification.
