The Virginia Department of Human Resource Management (DHRM) is seeking a dynamic Senior Policy Consultant within its Office of Human Resource Consulting Services. The Policy Team within the Office of Human Resource Consulting Services (HRCS) is responsible for developing, revising, and interpreting statewide human resource policies governing state employment. Our policies and practices are designed to foster innovation, enhance operational efficiency, and ensure full compliance with state and federal employment laws, supporting a modern, equitable, and high-performing workforce across Virginia state government. As a Senior Policy Consultant, this position will provide expert consultative services to state agencies in human resource management, policy interpretation and application, employee relations matters, facilitate or participate in statewide studies and initiatives, develop and revise statewide HR policies, develop and conduct training and/ or briefings related to state human resource policies or topics of interest, provide workforce management strategies for agencies and leadership, collaborate with the Office of Workforce Engagement on EEO concerns, collaborate with the Office of Employment Dispute Resolution to respond to inquiries and provide policy interpretation and respond to inquiries from employees, public, federal, other state and local governments, independent agencies, Governor's Office, Office of the State Inspector General, Auditor of Public Accounts, Office of the Attorney General or other partner agencies regarding HR policies and practices.

Minimum Qualifications

• Extensive knowledge of state and federal employment laws and HR best practices.
• Extensive experience in human resource policy development, administration, interpretation, and compliance.
• Demonstrated ability to analyze complex issues, interpret laws and regulations, and provide sound recommendations.
• Strong organizational and time management skills to manage multiple priorities.
• Demonstrated ability to lead inter-agency or cross-agency initiatives.
• Demonstrated ability to resolve complex policy issues.
• Experience delivering training or webinars on HR policies and practices.
• Strong written and verbal communication skills for drafting policies and providing guidance.

Additional Considerations

• Experience working in a government or large organizational setting.
• Experience collaborating with legal counsel and senior leadership on compliance matters.
• Familiarity with HR analytics, change management, and process improvement strategies.
• Professional HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR).
