The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Senior Contracts Officer in the Procurement & Contract Management Division.

Job responsibilities will include, but are not limited to:

This position serves as a Senior Procurement Officer and supports all aspects of the agency's procurement activities by providing consistent and accurate service to agency staff in compliance with Federal, State, and local laws, and procedures. The incumbent will independently consult with DMAS divisions and provide technical procurement assistance, guidance, and recommendations on procurement related requirements. The incumbent will use highly complex procurement research tools, coordinate with stakeholders, promote transparency, and assist in maintaining the highest ethical standards. The incumbent will collaborate with stakeholders and assist in re-engineering business processes and improve strategic business operations.

The business needs of the position have in office requirements to include but are not limited to attending the in-person training and/ or meetings and collaboration with DMAS stakeholders.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Considerable experience in managing and tracking multiple high-dollar, complex, IT contracts and provide weekly reporting.

Experience managing and coordinating timelines and deliverables across programs, legal, IT (VITA where applicable), and suppliers to ensure timely awards and successful performance.

Considerable experience Virginia Public Procurement Act (VPPA), the Agency Procurement and Surplus Property Manual (APSPM), and the VITA BUY-IT manual or similar procurement laws and regulation experience.

Considerable experience understanding Competitive Negotiation, Sealed Bidding, and Sole Source procurement methods.

Considerable experience with modifying contracts and executing contract renewals.

Considerable knowledge and experience in leading and guiding end users and project team as it relates to the procurement/contract management process for all types of procurements i.e. competitive, sealed, etc.

Considerable experience utilizing MS Office suite.

Experience with developing training materials and facilitating contract administrator training.

Knowledge/Experience interpreting and applying federal and state laws/regulations.

Experience meeting deadlines.

Experience communicating with internal/external stakeholders.

Certified Professional Public Buyer (CPPB)

Certified Public Procurement Officer (CPPO)

Other procurement related certifications

Understanding of procurement laws and procedures, including but not limited to Virginia Public Procurement Act (VPPA), the Agency Procurement and Surplus Property Manual (APSPM), the VITA BUY-IT manual.
