The Virginia Department of Motor Vehicles is hiring for a Computer Center Lead Engineer for a position with its IT Services Administration at our headquarters in Richmond, VA.
This is an advanced technical position with the responsibility for providing computer analytical, technical and programming application development services and supporting the computer applications that are used by its customers. In addition, this position will help lead the research, integration, development and implementation of tools, technologies, methods, and systems, which expand or enhance delivery of DMV services directly to customers, employees, and business partners.
This position is for a .NET full stack developer that will be responsible for the technical and functional development and maintenance of support systems from user requests through the business objective statement, business process definition, requirements definition, full system construction, implementation and post-implementation review and maintenance. This position is also responsible for helping lead the development and enforcement of development standards and practices for the team, as well as to mentor and assist other developers on the team. The incumbent of this position will primarily focus on the transitioning of legacy systems off the agency’s mainframe to a .NET-based technology stack, while also supporting the mySelect application and its interfaces.

Minimum Qualifications
•In-depth understanding of Agile development methodologies and software lifecycle processes, including change control and their application within distributed systems.
•Working experience in UI/UX design using Angular.
•Proven experience in system integration and technical troubleshooting, including resolving issues across interconnected applications.
•Familiarity with software lifecycle management processes and user acceptance testing (UAT) protocols to ensure quality and compliance.
•Demonstrated experience with cross-functional collaboration
•Experience mentoring and guiding team members, fostering knowledge sharing, and enhancing technical skills within the team.
•Demonstrated experience with software code conversions and/or application upgrades.
•Demonstrated experience using web development and performance testing tools such as Postman, Node.js, Node Package Manager, and Visual Studio Code.
Additional Considerations
•Advanced knowledge of secure application development practices, including familiarity with DMV security policies.
•Familiarity with TSO, COM-PLETE, JCL, Windows operating systems, and CSS Mainframe systems, essential for managing DMV’s integrated applications.
•Working experience with mySelect and Oracle databases.
•Proficiency with Azure DevOps for source code management, CI/CD pipelines, and project tracking.
