Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a qualified individual to serve as the Workforce and Talent Development Coordinator in the Office of Human Resources Management. This position supports innovative workforce sustainability initiatives across our statewide system. DBHDS operates 12 state facilities and partners with 40 Community Service Boards to provide behavioral health, intellectual disability, and substance use services across the Commonwealth of Virginia. Our workforce is central to delivering high-quality care, and this role that mission through strategic workforce development. This position plays a critical role in strengthening educational pipelines, administering scholarship and loan repayment programs, supporting recruitment, workforce analytics, and enhancing workforce retention strategies. If you are data-driven, collaborative, and passionate about workforce strategy in public service, this role offers meaningful impact at an agency-wide level. A valid, unrestricted driver’s license and an acceptable driving record in accordance with the Commonwealth’s Driver Safety Program are required due to regular statewide travel.
Under the guidance and supervision of the Talent Acquisition and Workforce Director this role:
• Administers workforce pipeline, scholarship and loan repayment programs.
• Serves as agency liaison for educational and workforce partnerships.
• Ensures compliance with DHRM policy, fiscal requirements, and agency governance standards.
• Develops standardized processes and track service obligations.
• Provides workforce analytics and data-driven reporting.
• Serves as operational back-up for LMS administration and recruitment analytics.
• Supports recruitment fairs and workforce outreach events as needed.
• Supports training publications, deliveries and compliance reporting.
Minimum Qualifications
• Experience in workforce development, HR operations, recruitment coordination, training administration, or educational program management.
• Experience developing reports and tracking program metrics.
• Strong proficiency in Microsoft Office Suite applications.
• Skilled in workforce analytics and data reporting.
• Ability to interpret and apply DHRM policies.
• Strong written and verbal communication skills.
• Ability to manage multiple initiatives in a dynamic environment.
Additional Considerations
• Experience administering LMS platforms.
• Experience using Power BI or similar analytical tools.
• Experience working in public sector or healthcare environments.
• Professional HR certifications (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR)
