Job Duties
The Department of General Services (DGS) provides essential operational, technical, and support services that enable state agencies to deliver high‑quality programs to the citizens of the Commonwealth. As a central service agency, DGS oversees statewide facilities, real estate, procurement, laboratory services, and numerous enterprise systems that keep government running efficiently and safely.
DGS is seeking a skilled and forward‑thinking Systems Analyst to support and enhance the agency’s facilities technology ecosystem. This role plays a key part in ensuring the reliability, modernization, and effective use of applications that support security and access management, parking operations, maintenance activities, and Integrated Workplace Management Systems (IWMS). The analyst will help drive innovation, improve data quality, strengthen user experience, and ensure these systems fully support DGS’s mission of operational excellence across the Commonwealth.
Key Responsibilities include (but are not limited to):
Maintain expert knowledge of facilities applications, including IWMS, security/access systems, and parking platforms.
Lead modernization efforts by redesigning workflows, optimizing modules, and implementing new system features.
Recommend enhancements that reduce manual work, improve data quality, and support long‑term scalability.
Leverage full system capabilities to strengthen DGS operations and decision‑making.
Provide daily support for applications used in maintenance, parking, security, and facilities operations.
Diagnose and resolve system issues, coordinating with vendors or VITA as needed.
Support integrations between facilities applications and enterprise systems such as PeopleSoft, eVA, and Power BI.
Develop and maintain reports, dashboards, and data extracts.
Improve data structures, naming conventions, and metadata to support analytics and data governance.
Perform administrative tasks including user provisioning, permissions management, and documentation upkeep.
Enhance user experience by improving forms, workflows, and system usability.
Create training materials, job aids, and communication plans to support modernization and user adoption.

This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule (telework up to 2 days/week) upon completion of an approved telework agreement.
Minimum Qualifications
- Strong understanding of IT concepts
- Demonstrated experience supporting enterprise applications in a facilities environment or other area with translatable skills.
- Knowledge of security and access management systems and/or facilities management systems.
- Ability to analyze business needs and translate them into technical solutions.
- Experience developing documentation, reports, and working with data analysis tools.
- Strong problem-solving and critical thinking skills.
- Effective communication and collaboration skills with technical and non-technical stakeholders.
- Strong organizational skills and attention to detail. Ability to manage multiple priorities in a fast-paced environment.
Additional Considerations
- Hands-on experience with security and access management systems such as Lenel, C•CURE, Milestone, and Motorola Rave.
- Experience with Integrated Workplace Management Systems such as FM:Systems and AssetWorks FacilityForce.
- Background in facilities operations (maintenance, parking, security).
- Experience as a Business Analyst, Systems Administrator, or Systems Analyst.
- Strong critical thinking and problem-solving skills.
- Familiarity with reporting tools and data analysis (e.g., SQL, Power BI, or built-in reporting features).
