The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time Administrative Support Specialist in Richmond, Virginia. This position provides comprehensive administrative, operational, and program support for the Critical Incident Preparedness and Response (CIPR) Program, with secondary support to the Division of Public Safety Training and the Virginia Center for School and Campus Safety (PST-VCSCS). The primary focus of this role is to support CIPR’s community-focused and first responder-focused preparedness initiatives across the Commonwealth. The selected candidate will play a key role in supporting state and local government agencies, first-responder personnel (including law enforcement, fire services, EMS, and dispatch), public school divisions, institutions of higher education, and community stakeholders engaged in critical incident preparedness and response. Responsibilities include coordinating administrative processes, maintaining training and program records, supporting enrollment and certification tracking, preparing reports and communications, managing data systems, and assisting with the dissemination of program resources. What you will do:
● Provide comprehensive administrative support to the Critical Incident Preparedness and Response (CIPR) training section, with secondary support to the Division of Public Safety Training and the Virginia Center for School and Campus Safety (PST-VCSCS), including data compilation, reporting, budget tracking, correspondence preparation, procurement coordination, and records management.
● Maintain training databases and certification records; support enrollment tracking, roster management, and program documentation.
● Directly assist the CIPR training section with grant administration, data collection, compliance tracking, and required reporting.
● Support preparation of reports, presentations, legislative summaries, and briefing materials for leadership.
● Coordinate administrative workflows related to training evaluations, documentation, and internal reporting requirements.
● Serve as an administrative point of contact for program inquiries, ensuring professional, timely communication and appropriate referral when necessary.
● Directly support the Assistant Division Director with CIPR and PST-VCSCS program priorities, special projects, and division-wide administrative needs.
Minimum Qualifications
● Demonstrated knowledge of administrative practices, data management, and program support functions in a professional environment.
● Demonstrated skill in database management, recordkeeping, and data tracking, including the creation, maintenance, and analysis of spreadsheets and program databases.
● Experience managing budgets, tracking expenditures, and assisting with procurement documentation.
● Experience supporting active attack and or critical incident preparedness and response programs.
● Experience supporting community-focused civilian training and first responder-focused training for law enforcement, fire/EMS, dispatchers, emergency managers, public information officers, school faculty and staff of K-12 and campus higher education.
● Ability to analyze and interpret policies, procedures, laws, rules, and regulations and apply them appropriately to assigned duties.
● Strong organizational skills with exceptional attention to detail and accuracy.
● Proficiency with Microsoft Office applications, including Word, Excel (including pivot tables), and Outlook.
● Ability to exercise discretion, maintain confidentiality, and handle sensitive information appropriately.
● Ability to think strategically and cross-functionally, and independently implement new initiatives and projects.
● Ability to articulate, both orally and in writing, clear and concise program objectives, summarize achievements, and prepare professional reports and documentation.
● Documented experience working as an active, contributing team member, as well as an independent and self-motivated employee.
● Demonstrated ability to meet critical deadlines, manage multiple assignments, adapt to changing priorities, and ensure timely and high-quality completion of work.
Additional Considerations
● Familiarity with state government administrative, fiscal, or grant management processes.
● Experience providing administrative support with program planning, coordination, and reporting principles in a public-sector or training-support environment.
Special Instructions
Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic Interest. In addition, the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The starting salary range is $60,000 to $68,000 plus the state’s benefits package.
