Job Duties

Supports DOC workforce needs by serving as an administrative expert, change agent, employee champion, strategic partner, positive contributor, and Ambassador of Excellence on the Human Resources team. Delivers quality customer service providing compensation and classification support and guidance to managers and employees. Administers all compensation procedures, practices and programs in a manner that supports the public safety mission. Assists in a broad range of human resource related activities, which include pay determinations, job analysis and classification, pay program development and implementation, and recruitment activities. Contributes to compensation planning on projects within the agency. Works on special project assignments to support the HR unit and the business needs of the agency.

Minimum Qualifications

Advanced knowledge of principles and practices of human resources. Knowledge of applicable state and federal employment laws (e.g., FLSA), policies, and practices. Knowledge of the Commonwealth of Virginia’s compensation/classification system (or similar system) and common compensation philosophies and practices. Working knowledge of job evaluation methods, base-pay systems, incentive and differential pay practices, and common compensation metrics. Demonstrated ability to develop and implement compensation strategies, conduct job analysis, create accurate job/position descriptions, and make informed classification decisions. Proficient in HR technology, including Microsoft Office, HRIS systems, applicant tracking systems. Proficient in Excel modeling, pivot tables, and data visualization. Exceptional communication skills (written and verbal). Strong attention to detail, analytical, organization, and problem-solving skills, with the ability to interpret complex data and provide actionable insights. Proven ability maintain confidentiality and exercise discretion. Ability to work both independently and collaboratively in a fast-paced environment.

Additional Considerations

Certification in Human Resources (e.g., CP, SCP, PHR or SPHR) or as a Certified Compensation Professional (CCP). Skilled in using PeopleAdmin or PageUp applicant tracking system. Skilled in using PageUp position descriptions and Cardinal. Working knowledge of the Department of Correction’s current compensation plan including pay structures (pay-band/sub-bands).
