This position has a hybrid work schedule requiring three days/week working in the office in downtown Richmond, VA.

Local travel may be required. Work is performed onsite at the DOA office as well as other state agency offices.

The Quality Assurance division within the Compliance Oversight and Federal Reporting unit at the Department of Accounts (DOA) is seeking a qualified individual for a Lead Quality Assurance Analyst position. 

DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.

Job Duties

This position supports the Assistant Director of Quality Assurance in providing leadership to the Quality Assurance Review (QAR) team. Operates as initial point of contact for QA analysts and for agency personnel during audits; assigns QAR responsibilities; reviews and approves work performed by others; prepares initial draft QAR reports; conducts QARs of state agencies’ Comptroller’s Directive submissions and provides guidance to agencies regarding compliance with Commonwealth Accounting Policies and Procedures (CAPP) Manual Topics related to expenditure processing, financial reporting, and internal control standards; analyzes and evaluates financial data to ensure the agency has adequate support and is reasonable and materially accurate; examines and assesses system reconciliations and other data to ensure reasonableness of information recorded in accounting system; surveys risk management and internal control documentation for compliance with minimum requirements, analyze and evaluate disbursement transactions, and relevant agency policies and procedures for compliance with CAPP Manual Standards; selects and obtains representative samples of agency transactions; ensures a sufficient understanding of various documentation and directives to allow for efficient and effective QARs; compiles and organizes working papers in a logical manner; drafts thorough, well-documented written communications and accurate statistical data detailing QAR results; handles receipt, secure maintenance, and return of agency documentation; assists with maintenance of QA Unit systems, tools, and related documentation; and provides guidance to state agencies.

Minimum Qualifications

Experience working in accounting or fiscal services. Knowledge of generally accepted accounting principles, especially as they relate to governmental accounting; automated financial accounting systems; internal controls; and data processing systems. Knowledge of financial reporting in a government environment; government auditing process; Agency Risk Management and Internal Control (ARMICS) Standards; and GASB reporting requirements preferred. Strong interpersonal; writing; analytical; and Microsoft Office (Word and Excel) skills. Demonstrated ability to analyze fiscal processes and related internal controls; analyze financial transactions and reports; communicate effectively verbally and in writing; work independently and be self-motivated; work in a team environment; understand, develop and apply policies and procedures; identify alternatives and propose changes that improve quality and efficiency; adapt to a changing environment and handle multiple priorities; and conduct business with integrity and respect; lead a team effectively; review the work of others; and provide valuable feedback.

Additional Considerations

Experience working in accounting or fiscal services.
Experience in governmental accounting; governmental auditing; financial quality assurance activities; auditing; as a work lead or supervisor preferred.
Local travel required so you must have reliable transportation to audit locations..
Work is performed on site at state agencies and at DOA offices.

Special Instructions

**This position has a hybrid work schedule with three days/week working in the office in downtown Richmond, VA. Auditing work is also sometimes performed at the office locations of other state agencies.
