Job Duties

The Virginia Department of Conservation and Recreation (DCR) is the state’s lead conservation agency, and it takes a diverse agency to conserve resources for a diverse commonwealth.

DCR is hiring! Join us in preserving what people care about most – access to the outdoors, natural habitats, open spaces, clean water, and safe infrastructure. DCR's Office of Public Safety and Law Enforcement is accepting applications for an Emergency Management Specialist.

As an Emergency Management Specialist, you will:

  • Independently perform, with little guidance, duties involving emergency management, working closely with the Chief and Deputy Chief of Public Safety and Law Enforcement for the development of general orders, policy, and guidance.
  • Coordinate the Department’s emergency management functions, assisting with developing planning strategies, prioritizing, and administering departmental emergency management plans and programs in coordination with other state and federal agencies; county, municipal, and local governments; and appropriate private sector stakeholders.
  • Perform data analysis, reporting, and assist in the preparation and development of such reports.
  • Respond to, assist with, and lead various emergency response activities, including but not limited to activation of the Emergency Operations Center (EOC) for a multitude of disasters.
  • Establish and maintain effective and cooperative working relationships within the department, as well as with the state and local governmental agencies, non-governmental organizations (NGO), the private sector, and the general public.
  • Develop, disseminate, and maintain emergency communications materials
  • Perform related administrative duties for the department, including preparing and distributing correspondence, preparing/typing plans, procedures, and reports; and maintaining records.
  • Maintain a good working relationship with the program management staff of VDEM and other community agencies.
  • Monitoring and maintaining compliance with regulations governing emergency management activities.
  • Develop emergency management plans and emergency response training courses.

This position is considered essential during disasters and other emergencies. As an essential employee, you will work during an emergency and/or administrative closure unless specifically directed by DCR or by civil emergency or medical authorities, not to report to work. This position may be required to report for an unscheduled shift, reschedule vacation leave, and/or work more than their regularly scheduled hours during an emergency and/or administrative closure.

Minimum Qualifications

Articulatable/demonstrated knowledge of:

  • Emergency management principles, including Virginia emergency operations, policies, and procedures.
  • Federal, state, and local laws, regulations, and standards related to disaster responses and recovery.
  • Homeland Security directives from the State and Federal government.
  • State and federal regulations and standards governing emergency preparedness and response activities, including the Virginia Department of Emergency Management (VDEM) and Federal Emergency Management Agency (FEMA).
  • Principles, practices, and procedures of emergency management.
  • Emergency management plans, policies, and procedures.
  • Planning, developing, and delivering effective emergency response exercises and training programs in diverse and unique environments.
  • FEMA's National Incident Management System (NIMS), the Incident Command System (ICS), to include (ICS-100, ICS-200, ICS-700, ICS-800).

Additional Considerations

  • Hazardous Materials knowledge, experience, and/or certifications.
  • Knowledge, experience, and related certifications affiliated with conservation fire response (e.g., controlled burns, wildfires, etc.).
  • Excellent oral and written communication skills.
  • Ability to work with minimal direction and supervision, act independently as well as collaboratively
  • Skill in the use of computer hardware, scanners, software, and effective operation of office and computer equipment and various software packages, including, but not limited to, Word, Excel, PowerPoint, Outlook, and Access.
  • Understanding of FEMA's National Incident Management System (NIMS), the Incident Command System (ICS), to include (ICS-300, ICS-400)

This position may require occasional in-state and overnight travel. 

Please note: The duties and responsibilities of this position allow for flexibility in duty location and teleworking in accordance with DHRM and agency teleworking policies. The reporting location and teleworking are at the manager's discretion. 

Wage/seasonal positions are not eligible for Commonwealth of Virginia benefits (health care, paid leave, etc.) and are limited to 1,500 hours from May 1 to April 30. DCR provides the opportunity for wage employees to participate in tax-deferred compensation programs, supplemental disability insurance, and supplemental retirement accounts made available through the Commonwealth’s provider network at the employee’s expense.
