Job Duties
The Accounts Payable Accountant is responsible for conducting in-depth pre-audit analysis of a high volume of vouchers annually for the Virginia Department of Health (VDH), and the Virginia Foundation for Healthy Youth (VFHY). Ensures compliance with State, VDH, and VFHY policies, procedures, and guidelines. Provides daily assistance and training to internal customers on financial coding, compliance issues, and the interpretation of travel and expenditure policies. Utilizing an automated financial management system, this position manages voucher workflow, creates ad hoc reports, and processes special vouchers. Delivers timely, professional customer service to both internal and external stakeholders and collaborates with staff to ensure compliance with the Prompt Payment Act. Assists with special projects as assigned.
Minimum Qualifications
• Knowledge of accounting and bookkeeping principles and practices.
• Experience interpreting and applying complex regulations, accounting principles, and policies.
• Ability to evaluate expenditure documentation for compliance with regulations and policies, including accounts payable, travel reimbursements, and journals.
• Familiarity with office procedures, filing systems, and automated financial management systems.
• Strong analytical skills to reconcile and interpret financial data, perform calculations, prepare reports, and communicate effectively, both orally and in writing.
• Ability to manage time effectively and work collaboratively as part of a team.
Additional Considerations
• Accounts payable processing and pre-auditing experience in a Commonwealth of Virginia agency
• Working knowledge of the Commonwealth Accounting System (Cardinal)
• Knowledge of state accounting policies and procedures
