Job Duties
The Service Delivery Manager provides strategic and operational leadership for VEC’s mission‑critical technology platforms, including the Virginia Unemployment Insurance System (VUIS). This role oversees the full application lifecycle—from development and architecture through production operations—to ensure systems are stable, secure, scalable, and aligned with business needs. This position drives service excellence by coordinating cross‑functional teams, leading major incident response, governing change and release processes, and performance metrics that support high‑quality user experiences. The position also leads vendor oversight, ensures compliance with security and FTI regulations, and fosters a collaborative, high‑performing culture that supports continuous improvement across all service‑delivery functions.
Minimum Qualifications
• Considerable knowledge of web/cloud architectures (Azure/Java/SQL Server), SDLC, application ops/tooling for monitoring/logging/alerting/deployment.
• Familiarity and experience working in an Agile & Hybrid delivery environments.
• Technical depth in software development and/or data engineering to facilitate collaboration between business, product, and engineering teams to define and develop the best solution.
• Analytical mindset with a data-driven approach to decision-making.
• Ability to work through ambiguity and find creative solutions around roadblocks.
• Knowledge of application/data/enterprise architecture, quality assurance, and change/configuration management.
• Demonstrated expertise in ITIL incident/problem/change management, major incident leadership, RCA, release/environment management.
• Strong leadership, stakeholder communication, prioritization, skills.
• Experience with vendor coordination.
• Ability to lead complex systems design/implementation and manage a diverse IT staff.
Additional Considerations
• Prior leadership of production support for mission‑critical, public‑facing systems (UI or similar).
• Experience with observability/APM and authentication/SSO; relevant certifications (ITIL Foundation, PMP, cloud).
