Job Duties

This position is comprehensively responsible for leading and managing the Office of Procurement and Administrative Services.


-Experience with modern sourcing and procurement systems with knowledge of Virginia Public Procurement Act, Virginia’s Agency Procurement and Surplus Property Manual (APSPM), and the Commonwealth’s electronic procurement system (eVA).

-Act as a liaison for procurement questions and contracts.

-Strong ability to train others and lead them in procurement processes.

-Demonstrated ability to facilitate collaboration between diverse groups with potentially conflicting interests, including the ability to build trust, rapport, and mutual respect with Central Office staff, facility staff, and other government entities and using tact and diplomacy in relationships with internal and external customers with the goal of reflecting a positive image.

-Demonstrated ability in interpreting and explaining technical and complex procurement statutes, policies, and code.

-Excellent customer service in support of the facility’s mission.

-Ability to identify opportunities for efficiencies in policies, procedures, and practices.

-In-depth knowledge of sourcing and procurement principles and best practices.

-Strong negotiation skills.

-Ability to plan, organize and direct multiple administrative operational areas.

-Ability to manage multiple assignments and reconcile competing priorities.

-Ability to communicate concisely orally and in writing.

-Demonstrated leadership to guide, motivate, and direct team members.

Minimum Qualifications

-Extensive experience in and leading public sector procurement organization(s) comparable to the size and complexity of the facility is required.
-Certification in the Virginia Contracting Officer (VCO) Program is required.

Preferred: Associate degree or higher.
