Job Duties
The Virginia Department of Corrections is seeking a dynamic and strategic Chief Human Resources Officer (CHRO) to serve as a key member of the Director’s Executive Leadership Team. Reporting to the Deputy Director for Administration, the CHRO provides vision, leadership, and oversight for the Department’s comprehensive human resource program, ensuring that workforce strategies align with the Department’s mission and operational priorities. This role supports a highly skilled, engaged, and mission-focused workforce while ensuring compliance with all applicable federal and state employment laws and regulations.
Guided by the principles of professionalism, accountability, and stewardship, the CHRO champions initiatives that foster a People First culture, recognizing that the Department’s workforce is its most critical asset in achieving public safety outcomes. This executive leadership role provides strategic direction for workforce planning, talent acquisition, compensation and classification, employee relations, organizational development, and human resource policy.
The CHRO partners closely with agency leadership to anticipate workforce needs, address complex organizational challenges, and implement innovative human capital solutions that strengthen leadership capacity, improve organizational performance and advance the Department’s long-term strategic goals.
Key Responsibilities include:
- Act as a strategic advisor to the Director and Executive Leadership Team on human capital, workforce planning, organizational design, and employee engagement strategies.
- Lead and oversee all human resource functions, including:
• Compensation and classification programs
• Talent acquisition and retention strategies
• Workforce planning and succession management
• Employee relations, performance management and engagement
• Organizational development and training initiatives
• Policy development and compliance
- Foster a People First culture that promotes professionalism, accountability and stewardship.
- Leverage data-driven insights to analyze workforce trends, forecast staffing needs, and deliver innovative solutions to complex HR challenges.
- Partner with facility leadership and external stakeholders to align human capital initiatives with operational readiness and public safety priorities.
- Champion organizational change initiatives that strengthen leadership capacity, enhance operational efficiency, and improve employee performance.
Minimum Qualifications
Executive-level experience in human resource management in large, complex organizations or state government.
Proven experience in strategic workforce planning, talent acquisition, compensation and classification, employee relations, and organizational development.
Demonstrated success leading HR programs that support operational priorities and compliance with federal, state, and local employment laws.
Experience serving as a trusted advisor to senior leadership and leading large HR teams.
Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100.
Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132.
Additional Considerations
Experience leading or directing the work of Human Resources managers. HR certification (SHRM-SCP, SHRM-CP, SPHR, and/or PHR) or other HR certifications and assessment tools.
Considerable experience in HR planning and execution, including workforce planning, leading with organizational data to meet strategic goals.
