Job Duties
Actively participate in the productive, effective and cost-efficient delivery of programs and services which support and enhance field operations to achieve the goals, mission and vision of the Department.
Contracts manager for the Infrastructure and Environmental Management Unit (IEMU). Conforms to all standards, policies, terms, conditions, and procedures to be followed by state agencies and institutions in procuring professional design and construction services as set forth in the Commonwealth of Virginia Construction and Professional Services Manual. Prepare contracts including term contract work orders for use by project managers. Develop and/or assist other unit staff in their development of solicitations or procurement programs. Prepare and maintain procurement documentation to ensure they remain current and readily accessible for IEMU staff, audit, and other reviews. Tracks and reports progress. Acts as liaison with the educational services unit on assigned projects to serve educational programs. Manage Capital, Maintenance Reserve, and Operationally funded projects as assigned.
Minimum Qualifications
A comprehensive knowledge of the Department of Corrections’ operation, the IEMU purpose and processes, the Department of General Services’ policies and procedures, the Department of Purchasing and Supply policies and procedures, and the ability to move these groups toward results that are in the DOC’s and the Commonwealth’s best interest. A comprehensive knowledge of both professional and non-professional procurement to ensure it conforms to agency, state, and federal fiscal requirements and regulations. Comprehensive knowledge and experience with the Capital Outlay process and a full understanding of the Construction and Professional Services Manual (CPSM) with emphasis on Chapter 3 required. Experience running competitive sealed bids, competitive negotiation, and 2- step competitive negotiations with single and multiple awards, prequalification, and small purchases. Possesses ethical management principles and practices, demonstrates strong written and verbal communication skills, fostering and maintaining effective working relationships with diverse constituencies at all levels. Ability to identify and evaluate problems, as well as devise effective solutions and ability to make decisions with little or no guidance, track and report results. Strong organizational and time management skills with the ability to manage multiple priorities simultaneously. Ability to effectively coordinate professional and non-professional contracts with project managers and contractors; to ensure DOC requirements are satisfied. Knowledge of construction practices and principles. Ability to effectively interact with contractors and A/E professionals. Ability to effectively resolve pay request issues in a timely manner.

Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100. Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132.

Significant experience with the Commonwealth of Virginia construction policies and procedures as they relate to procurement to achieve desired results in an independent, self-directed and responsible manner. Significant knowledge of and experience with construction practices and principles. Ability to effectively interact with contractors and A/E professionals. Ability to effectively resolve pay request issues in a timely manner.
