Job Duties

The Deputy Superintendent of Assessment, Performance, and School Improvement will serve as a critical leader for the Virginia Department of Education by providing leadership for assessment, accountability and aligned school improvement funding efforts.

  • For assessment (Student Metrics and Performance): this position will provide leadership and technical expertise, facilitate policy development and implementation, deeply engage stakeholders, partner with vendors as applicable, represent the department as needed, plan and administer programs for student-level assessment from kindergarten through 12th grade and provide technical assistance to the Board of Education. Specifically, this individual will lead and direct efforts to provide actionable information and direction about student learning to key state constituents, local school divisions and families in order to inform improvement and deepen family engagement. This position will also lead on exploring innovative and cutting-edge approaches to understanding and deepening student skill and capacity. This will require close collaboration with the Deputy Superintendent of Early Childhood, Deputy Superintendent of Instructional and Educator Excellence and Deputy Superintendent of Innovation, Technology, and Student Pathways.
  • For accountability (School and Student Outcomes): this position will oversee the implementation of all federal and state accountability requirements, ensuring school performance is measured in an aligned and consistent manner at scale statewide and quality information is shared with key state constituents, local school divisions and families. This position will manage all aspects of the process from technical assistance to the field to data gathering and verification to roll-out of results in partnership with other parts of the agency. This will require close collaboration with the Deputy Superintendent of Innovation, Technology, and Student Pathways.
  • For school quality improvement (School Improvement): this position will oversee school quality improvement initiatives with a focus on aligning and maximizing federal resources to serve students in most need and ensuring that all schools meet minimum expectations. This will involve ensuring that all agency staff deeply understand the school quality results, are using data to inform all agency communications, resource and professional development efforts and managing direct intervention for schools and educators in need of greatest support. This will require close collaboration with the Deputy Superintendent of Instructional and Educator Excellence, Chief Operations Officer and the Deputy Superintendent of Budget and Finance.

The position workflow will include an ongoing assessment of data, evaluation and presentation of a trajectory of learning and related issues present for the Commonwealth’s students, including learning loss recovery recommendations, compilation of educational and student pathways and outcomes, and development of other strategic planning as directed.

Minimum Qualifications

  • Demonstrated capacity for setting a vision, collaborating within agency and with external stakeholders and delivering on outcomes at scale.
  • Knowledge of and experience in K-12 teaching, learning, assessment, accountability and federal school improvement and/or turnaround, ideally at a national or statewide scale.
  • Knowledge of Virginia’s educational accountability program, particularly the Standards of Learning, assessment system and educational accountability program (School Performance and Support Framework); curriculum and instructional practices; local, state, and federal education policies and procedures; and uses of educational data and technology for teaching and learning.
  • Demonstrated project management capabilities that include project planning, deliverable timelines, cross-team progress monitoring, data analysis, risk mitigation, and after-action analysis.
  • Knowledge of and capacity to manage the application of technologies in K-12 accountability, assessment and technology.
  • Capacity to analyze and make sense of large sets of growth and outcomes data, how it is maintained, utilized, and its importance to the agency and school divisions.
  • Ability to manage large scale instructional improvement programs including program design, budgeting, implementation, progress monitoring, evaluation and data-driven continual improvement.
  • Ability to establish and maintain strategic partnerships with school system leaders, educators, parents, education associations, partners, research institutions, vendors and other key stakeholders.
  • Demonstrated ability for visionary and strategic thinking, novel solutions, and exemplary analytical abilities, including working with ambiguity.
  • Must have excellent communication skills, both oral and written, with the ability to foster positive working relationships.
    Possess strong time management skills, with the ability to manage multiple tasks simultaneously and meet tight deadlines.
  • Ability to supervise and evaluate staff.
  • Ability to establish and manage large budgets.
  • Strong computer skills, including Microsoft Office, Word, PowerPoint, Excel and Access.

Additional Considerations

  • Experience in public education administration at the management or executive level; administering statewide or systemwide assessment, accountability and school improvement planning; and working with a variety of public stakeholders, administrators, and government officials to resolve educational issues.
  • Experience in budget allocation, leadership, management, and evaluation of staff.
  • Graduation from an accredited college/university with studies related to the job description or an equivalent combination of education and direct working experience. An advanced college degree in Education, in Education Administration/Supervision, Education Leadership, Business Administration, or a related field is preferred.
