Job Duties

The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginians. The VDH is made up of a statewide Central Office in Richmond and 33 local health districts.

This is a restricted position, which is solely funded by the Public Health Infrastructure Grant (PHIG) for 1 year and 8 months period ending November 2027. The availability of funding is scheduled for review before the grant expiration date and periodically thereafter. Continued employment is contingent on the continued availability of funds.

In this role, candidates will serve as an Equal Employment Opportunity (EEO) and Employee Relations (ER) Specialist providing expertise and guidance regarding VDH EEO programs and Employee Relations policies and procedures to agency managers, supervisors, and employees.

EEO programs include, but are not limited to: mediation, disputing resolution programs, conducting intakes, resourcing of employee concerns, and investigations for ER issues, and conducting pre-complaint counseling for EEO matters.

The incumbent investigates and prepared position statements to respond to the EEOC for agency claims. The incumbent provides leadership and expert guidance to Shared Business Service Units, agency managers, employees and HR Professionals regarding applicable policy and regulations, quality assurance, best practices, employee assistance and constructive intervention, mediation, and EEO/EEOC complaints and responses.

The employee is responsible for EEO and ER analysis and reporting. Provides expert guidance on Americans with Disabilities Act, Civility policy and all federal and state anti-discrimination laws. Identifies areas for improvement and makes recommendations for process improvement.

May serve as a point of contact for legislative tracking and analysis and the Employee Assistance Program (EAP). This position may be required to travel throughout the state, with some overnight requirements.

Minimum Qualifications

• Comprehensive knowledge of the principles and practices of HR administration and of the comprehensive technical areas of HR services.

• Comprehensive knowledge of federal and state laws, regulations and policies relating to HR administration

• Demonstrated and progressively responsible experience with Equal Employment Opportunity and Employee Relations practices and procedures.

• Demonstrated ability to evaluate program effectiveness, prepare comprehensive reports and recommendations, respect and maintain confidential information, to train and evaluate the work of employees and develop effective relationships with customers.

• Ability to objectively coach employees, supervisors and managers through complex, difficult and emotional issues using discretion in confidential areas.

• Experience with comprehensive EEO programs, Employee Relations principles and practices, conflict management and group dynamics.

• Demonstrated experience with EEO investigations

• Demonstrated ability to communicate effectively both orally and in writing.
