Job Duties

The HR Analyst independently performs routine HR actions, responds to inquiries, distributes information, and prepares transactions for supervisory review. Routine duties to include consulting with designated managers in assigned work units or assisting HR Leadership regarding performance management, recruitment, compensation, benefits, and transactions by performing analysis of data and information, and interpreting and applying policies, procedures and regulations. Performs actions associated with recruitment, selection, pay determination, documentation, benefits administration, job classification and Employee Work Profile (EWP) review, and performance management. Prepares and submits personnel transactions and associated paperwork for review by supervisor in personnel tracking system. Responds to FOIA inquiries, provides outplacement assistance to staff, makes recommendations and implements district or office processes. May develop district training plan and needs assessments. May conduct HR training and orientation for employees with pre-established training and orientation materials. May support on-boarding processes for contractors or serve as a liaison between the contract agency and contractor for on-boarding processes. Seeks supervisory guidance regarding complex or non-routine matters.

In addition, the HR Analyst serves as the primary resource for benefits guidance, assisting employees with workers’ compensation, leave programs, health insurance, and related HR matters while ensuring all documentation is submitted accurately and promptly. The role processes a full range of HR transactions, manages personnel records in accordance with retention policies, and ensures the accuracy of tax, benefits, and payroll-related forms. This position also supports orientations, exit interviews, HR trainings, and the preparation of personnel files while delivering high-quality customer service and technical assistance. The HR Analyst collaborates with managers to resolve HR issues, responds efficiently to inquiries, and may perform additional duties as assigned to support the overall success of the HR team and the organization.

Minimum Qualifications

• Working knowledge of human resource programs, regulations and guidelines;
• Working knowledge and demonstrated experience working with recruitment and selection techniques and strategies, and classification and compensation practices
• Knowledge and experience working with benefits and the processing of personnel transactions
• Experience interpreting and applying applicable policies and procedures
• Experience preparing, processing, tracking and filing a large volume of employment and position transactions
• Demonstrated knowledge managing competing priorities and meet deadlines.

Additional Considerations

• Knowledge of state benefit and recruitment systems (Cardinal & PageUp)
• Working knowledge of DHRM Human Resource policies & procedures
