The Virginia Department of Social Services (VDSS) engages families for success. Its Division of Child Support Enforcement (DCSE) manages nearly 246,000 cases to ensure that child support payments of $598 million per year reach families across the Commonwealth. Support Enforcement Specialists establish and sustain helping relationships with parents who have payment obligations as well as parents who depend on those payments. Virginia’s children need both financial and family support to grow and thrive. Children with actively involved parents perform better in school, have high self-confidence, and generally achieve greater success in life.
DCSE’s mission is to promote strong, self-reliant families by delivering child support enforcement services, as provided by law, through the location of noncustodial parents, establishment of orders, enforcement of orders, collection of child support, and distribution of child support.
The Program Analyst will be responsible for providing subject matter expertise, conducting research and analysis, drafting proposals, and recommending business solutions and other process improvements to ensure compliance with program requirements and to drive continuous innovation to meet the business needs of the child support program; drafts, updates, and manages forms used to process child support case; provides suggestions for system related improvements and automation opportunities that create case management efficiencies; researches and evaluates federal and state regulations to ensure compliance with child support program requirements; participates in workgroups, task forces, special projects, or other bodies as delegated; collaborates with stakeholders, internal and external customers, vendors, business partners, and other DCSE teams as required to accomplish work; creates user guides, resources, process maps, and other documents to support business users for assigned business projects. Consequences of error would be significant and utilizing professional judgment and decision-making abilities when making recommendations at the program level is critical to provide necessary support and ensure the business needs of DCSE are met. This position provides direct support to the Division of Child Support Enforcement.
Minimum Qualifications
• Experience in Virginia’s child support program.
• Experience in creating reports, analyzing and organizing data.
• Considerable experience and knowledge of DCSE forms, including knowledge of software used to generate and store documents.
• Considerable experience and knowledge of DCSE case management systems and processes.
• Knowledge of business analysis, reports, and case management techniques
as it relates to the child support program.
• Knowledge of court processes and procedures and how it intersects with DCSE case management.
• Demonstrated ability to analyze data, identify problems, and use problem solving and negotiation techniques to formulate business solutions and influence leaders and peers.
• Demonstrated ability to analyze business operations to understand and determine the needs and requirements of various stakeholders to identify opportunities to update and create new forms content, automate processes and functions, assist in business decisions, and develop documentation needed for initiatives for new business solutions.
• Demonstrated ability to collaborate, communicate, and work cooperatively with other teams, stakeholders, and customers, both inside and outside of the Division.
• Excellent oral and written communication skills and demonstrated ability to communicate complex information in a condensed manner to various types of audiences.
• Demonstrated ability to work independently, manage multiple, changing assignments, and use time management skills to prioritize workload; make sound, well-informed decisions for complex and critical issues; accept individual and team responsibilities and consult with program leadership as needed.
• Demonstrated ability to interpret, apply, and analyze complex federal and state law, policies, and regulations.
• Comprehensive working knowledge of the child support program.
• Demonstrated ability to adapt to new technologies and learn new skills, objectives, structures, operations, and policies for new business areas.
Additional Considerations
• Experience working on special projects and proficiency in project management.
• Experience working directly with courts and attorneys.
