The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time Field Services Coordinator Supervisor. This position supports Field Inspections and Audits within the Division of Law Enforcement. What you will do:
● Supervise Field Services staff in daily operations to ensure all Virginia criminal justice agencies and certified training academies comply with DCJS training requirements established in the Code of Virginia, the Virginia Administrative Code, and agency policy
● Provide leadership, guidance, and subject matter expertise to Field Services staff on minimum training standards and other mandated regulatory requirements.
● Provide training, mentorship, and ongoing support to newly hired Field Services Coordinators to help them build confidence, meet expectations, and perform consistently.
● Serve as the Assistant Director of the DCJS Training Academy, supporting strategic planning, program oversight, and operational management.
● Oversee quality control of mandated criminal justice training by verifying compliance with applicable laws, policies, and guidelines; reviewing and auditing training records; generating and analyzing delinquency reports for assigned agencies; initiating corrective actions; and monitoring both classroom and performance based instruction at academies across the Commonwealth.
● Review training curricula, instructor applications, and extension requests, approving or processing them in accordance with established standards.
● Schedule, organize, and carry out certification and recertification audits for all criminal justice training academies.
● Coordinate and administer law enforcement certification examinations, ensuring integrity, accuracy, and adherence to testing protocols.
● Represent the Department and its policies to stakeholders by providing on-site technical assistance, enforcing applicable laws and regulations, responding promptly to constituent inquiries, and serving as a key communication link between the Department and external partners and stakeholder groups.  

Minimum Qualifications

• Thorough understanding of compulsory minimum training standards as they apply to Virginia’s criminal justice agencies and training academies.
• Proven ability to interpret, apply, and enforce the Code of Virginia, Virginia Administrative Code, and all relevant DCJS regulations, policies, and procedures.
• Demonstrated understanding of criminal justice training requirements and academy operations, including compliance monitoring across agencies and academies.
• Strong foundation in criminal justice training methodologies and Adult Learning Theory, with ability to apply these principles in evaluating and improving training programs.
• Skilled in assessing curricula, instructor performance, and training delivery to ensure alignment with DCJS standards and regulatory requirements.
• Experience in developing, revising, and maintaining lesson plans and instructional materials to support consistent, high-quality training.
• Documented experience conducting comprehensive audits, including academy certification/recertification audits, classroom and skills audits, and field training program reviews.
• Proficient at identifying violations, preparing corrective action plans, and ensuring full regulatory compliance through follow up and documentation.
• Proven investigative ability, including evaluating training delinquencies, discrepancies, complaints, instructor misconduct, and records management issues.
• Ability to provide executive level guidance to Chiefs, Sheriffs, Jail Superintendents, Academy Directors, and other criminal justice leaders on complex training and regulatory matters.
• Experience serving as a liaison between DCJS and external constituents, offering timely guidance, referrals, and technical assistance.
• Proficiency with Microsoft Office Suite, including Word, Excel, and Outlook.
• Ability to effectively use TRACER or comparable criminal justice information systems for compliance verification, reporting, and documentation.
• Strong attention to detail, with the ability to maintain accurate records, administrative reports, and audit documentation in accordance with agency standards.
• Consistently exercises discretion and maintains confidentiality, particularly when handling sensitive personnel information, operational data, or case related materials.
• Ability to think strategically and cross culturally, and independently implement new initiatives and projects.
• Ability to articulate, both orally and in written form, clear and concise program objectives and goals and summarize achievements of programs in reports and other documents as requested.     
• Documented experience working as an active, contributing team member, as well as an independent and self-motivated employee.
• Demonstrated ability to meet critical deadlines, handle multiple assignments, changing priorities, and ensure timeliness and quality of completed assignments.

Additional Considerations

• Extensive law enforcement background, providing a strong operational foundation.
• Substantial experience working within a certified criminal justice training academy, including familiarity with curriculum development, instructional delivery, academy administration, and compliance with DCJS training standards. (Preferred)
• Broad and detailed knowledge of DCJS regulations, policies, procedures, and guidelines, as well as relevant provisions of the Code of Virginia and Virginia Administrative Code that govern criminal justice training and certification. (Preferred)
• Prior experience serving as a DCJS Field Services Coordinator, or in a comparable regulatory, compliance, or training oversight role. (Preferred)
• Demonstrated supervisory experience, including leading staff, managing workloads, providing feedback, and overseeing programmatic or operational functions. (Preferred)
• DCJS Instructor certifications (general, firearms, defensive tactics, and/or driver training) reflecting advanced instructional competency and subject matter expertise.
• Extensive experience using TRACER, including data entry, compliance verification, troubleshooting, and supporting system use across agencies and academies. (Preferred)

Special Instructions

Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic Interest. In addition, the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The starting salary range is $83,000 to $93,000 plus the state’s benefits package.
