Job Duties

The Department of Motor Vehicles (DMV) is seeking a Payroll Manager. The Payroll Manager reports directly to the Controller & Fiscal Officer and provides leadership and oversight of DMV’s payroll and HR accounting functions, including timesheet management, payroll processing, benefits accounting, payroll cost management, and related reporting. This position ensures the accurate and timely execution of payroll and benefits transactions that support DMV’s statewide workforce and operations.

The role focuses on operational efficiency, compliance, and internal controls within payroll and HR accounting processes. Key responsibilities include safeguarding DMV’s and MVDB’s payroll integrity by ensuring adherence to Generally Accepted Accounting Principles (GAAP), the Commonwealth Accounting Policies and Procedures (CAPP) Manual, and applicable state and federal payroll and tax regulations.

As a key member of the Controller’s leadership team, the Payroll Manager shapes payroll policies and procedures, advances process modernization, and supports strategic labor cost planning. The position balances operational oversight with strategic leadership—optimizing payroll systems, strengthening internal controls, and promoting fiscal stewardship.

By ensuring accurate, accountable, and efficient payroll operations, the Payroll Manager enables DMV’s workforce to deliver services securely and reliably to the public and industry partners, keeping DMV driving forward.

Minimum Qualifications

• Expertise in payroll processing, HR accounting, labor cost management, and related internal control frameworks

• Advanced knowledge of GAAP, the CAPP Manual, payroll and HR accounting practices, and applicable state and federal payroll regulations

• Effective communication and problem-solving abilities to resolve complex payroll, HR, and operational challenges

• Extensive knowledge and experience understanding of payroll tax laws and tax regulations, ensuring all payroll processing is compliant with federal, state, and local regulations, and ability to maintain strict confidentiality

• Ability to design and deliver payroll related training across the agency to ensure compliance, knowledge, and consistency

• Advanced skills in payroll software and Microsoft Office Suite (particularly Excel) for reporting, analysis, and reconciliations

• Strong leadership and team development skills, with the ability to guide staff and ensure accountability

Additional Considerations

• Certified Payroll Professional (CPP) certification, demonstrating advanced knowledge and professionalism in payroll management

• Experience with state systems such as Cardinal Finance, Cardinal HCM, or other similar software such as ADP, Workday, PeopleSoft, etc.)

• Experience leading system upgrades, integrations, or process modernization initiatives in payroll/HR systems

• Knowledge of HR benefits administration, timekeeping systems, and labor costing for budget and planning purposes
