Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced professional to serve as the product manager for DBHDS’s Oracle Fusion Finance system. This position will provide strategic direction, functional governance, and oversight of system configuration, security impacts, data governance, and business processes. This position ensures the Oracle Fusion Finance platform meets agency operational needs, statewide financial and security requirements, and internal control standards by leading annual Business Impact Analyses (BIA), coordinating data governance activities, facilitating structured user feedback, and maintaining authoritative business process guides and job aids. This position also will act as the primary liaison between Finance, IT, and business stakeholders to support system stability, compliance, and continuous improvement.
Minimum Qualifications
• Experience managing or supporting enterprise financial systems.
• Experience with business process documentation and system governance.
• Knowledge of Public sector accounting and budgeting principles.
• Experience working in or with public sector organizations.
• Skilled in business process analysis and documentation.
• Ability to translate business needs into system requirements.
• Strong written and verbal communication skills.
• Ability to communicate system impacts to executive leadership, technical and non-technical audiences.
• Ability to lead cross-functional teams and provide stakeholder facilitation and governance leadership.
• Ability to manage competing priorities in a complex enterprise environment, while balancing compliance, risk, and operational efficiency.
Additional Considerations
• Experience with Oracle Fusion Cloud Finance.
• Experience conducting Business Impact Analyses (BIA) or continuity planning.
• Experience with data governance or data stewardship roles.
• Knowledge of Virginia state financial systems and policies.
