Job Duties
The Virginia Department of Education is looking for a Learning and Development Coordinator to work under the direction of the Director of Organizational Effectiveness & Employee Experience and in partnership with HR leadership.
This position administers and manages the Commonwealth of Virginia Learning Center (COVLC) and related learning systems; oversees the full lifecycle of New Employee Orientation (NEO); and ensures effective program planning, compliance tracking, and resource coordination.
The Learning and Development Coordinator will be responsible for the following duties:
- Coordinate and determine agency-wide training and organizational development needs in collaboration with HR leadership and stakeholders.
- Lead full lifecycle administration and strategic oversight of New Employee Orientation (NEO).
- Conduct organizational needs assessments and translate business needs into strategic training solutions.
- Design and develop agency-wide curricula, instructional materials, and learning interventions aligned with workforce competencies.
- Lead deployment of training initiatives across multiple modalities.
- Consult with HR leadership regarding employee lifecycle enhancements and capability-building strategies.
- Ensure training documentation and records meet state retention and audit standards.
- Provide supplemental HR support during peak workload periods, audits, or agency-wide transitions.
Minimum Qualifications
- Demonstrated experience in instructional design, change management, strategic planning, or training and development.
- Knowledge of adult learning principles, learning styles, and creating effective learning environments.
- Demonstrated experience creating and administering onboarding and new hire orientation programs.
- Demonstrated experience evaluating data to analyze agency-wide programs and make recommendations.
- Ability to use oral and written communication to convey information to diverse audiences.
Additional Considerations
- Demonstrated experience managing the Commonwealth of Virginia Learning Center (COVLC), Articulate 360, or other Learning Management Systems.
- Demonstrated experience with Microsoft Office at an intermediate to advanced level.
- Demonstrated experience providing training and development to leadership.
- Demonstrated experience leading agency-wide training and development initiatives on a large scale.
