Richard Bland College (RBC) is a distinctive two-year, residential liberal arts transfer institution dedicated to preparing students for successful transfer to highly ranked colleges and universities. Often described as a hidden gem just outside Virginia’s Tri Cities region, RBC offers a truly unique campus experience—set on more than 750 acres of wetlands, scenic forests, and home to the state’s oldest and largest pecan grove.
RBC invites applications for the position of Controller, a key leadership role within the College’s financial operations.
Reporting directly to the Chief Business Officer, the Controller is responsible for ensuring the integrity, accuracy, and effectiveness of the College’s finance and accounting functions. This role provides strategic oversight and operational leadership for General Accounting, Accounts Payable, Fixed Assets, Financial Reporting, and Payroll, while supporting the College’s mission through sound fiscal stewardship.
The Controller serves as a trusted financial advisor to leadership, ensuring compliance with accounting standards and Commonwealth policies while continuously enhancing processes, controls, and reporting.
Key Responsibilities include, but are not limited to:
• Lead and manage monthly, quarterly, and year-end accounting close; ensure accuracy, timeliness, reconciliations, and financial statement integrity
• Establish and maintain accounting policies, internal controls, and compliance with GAAP, GASB, CAPP, and applicable laws and regulations
• Oversee general accounting functions, including accounts payable, receivable/student accounts, fixed assets, travel and expense, payroll, and cash management
• Direct financial reporting, external audits, and regulatory reviews; serve as primary liaison with auditors and oversight agencies
• Manage accounting for grants, restricted funds, and affiliated foundation activities, ensuring compliance with donor, sponsor, and Uniform Guidance requirements
• Provide leadership for financial systems, data integrity, process improvement, and automation initiatives in collaboration with IT
• Deliver timely financial analysis, dashboards, and reports to senior leadership and governing bodies
• Supervise, mentor, and develop accounting staff; promote operational excellence, service quality, and collaborative culture
• Manage treasury, banking relationships, and cash flow forecasting
• Lead special projects and perform related duties as assigned by the President and/or Chief Business Officer
Minimum Qualifications
• Bachelor’s degree in Accounting, Finance, or related field.
• Considerable, progressive financial management experience (higher education, non profit, or state experience preferred).
• Demonstrated ability to lead and develop staff, manage multiple responsibilities, and collaborate effectively across departments.
• Strong knowledge of GAAP, GASB, and financial reporting requirements.
• Proficiency with Microsoft 365 (Excel/PowerPoint/Word/Teams) and ERP systems (e.g., Banner and/or Cardinal preferred).
• Demonstrated ability to communicate effectively with diverse audiences and consistently support high quality teaching and learning outcomes.
• Demonstrated ability to research, analyze, reconcile, and evaluate data; interpret and explain policies and procedures; and maintain confidentiality.
• Ability to manage banking relationships for both the College and the Foundation.
Additional Considerations
• Knowledge of Commonwealth of Virginia accounting policies and procedures (e.g., CAPP Manual, DOA requirements).
• Experience preparing, analyzing, and interpreting formal GASB financial statements and note disclosures.
• Master’s degree in Accounting, Finance, or related field.
• CPA, CPA candidate, or CGFM certification.
• Management level experience implementing and optimizing ERP and financial process automations (Banner and/or Cardinal preferred).
• Familiarity with Uniform Guidance (2 CFR 200) for federal grants and with UPMIFA for endowment/fund accounting.
