The DGS Fiscal Office is seeking a finance professional to serve as a Revenue & Receivables Manager.
The DGS Fiscal Office maintains Agency financial documents and accurately and promptly processes documents, reports, and transactions to ensure compliance with the Virginia Prompt Payment Act and applicable federal, state, and agency policies, procedures, and guidelines. As leader of the Accounts Receivable and Cashiering units, the Revenue & Receivables Manager will ensure funds due to DGS are timely deposited and accurately accounted for in compliance with established policy, state and federal regulations and reporting requirements.
Job duties include, but are not limited to:
- Manage the day-to-day revenue receipt activities across programs or units and supervise the transactional activity for accounts receivable, billing and collection efforts.
- Review quarterly accounts receivable reconciliation as well as daily, monthly, and year-end reconciliations, including assisting management with year end general ledger reconciliations and reporting.
- Prepare the Internal Service Fund attachment (19) and work closely with the Fiscal GL Team to provide accrual data, bad debt, due to due from, revenue and aging breakdown.
- Serves as primary liaison between Federal and State Surplus Property for auction related functions and ensure appropriate controls exist for cashiering functions at third-party auctions.
- Review fund 0260 suspense account monthly to ensure the prepared ST-12 return is correct prior to approving the voucher for processing.
- Process refunds, buy-backs (NSF) for returned checks, and corrections.
- Ensure staff is responsive to internal, and external inquires within three business days.
- Make recommendations for and assist with requirements gathering for and testing of other system upgrades relevant to Revenue Cycle.

This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule (telework up to 2 days/week) after 6 months of satisfactory performance.
Minimum Qualifications
- Progressively responsible experience in financial management.
- Experience supervising employees.
- Experience with accounts receivable, including experience handling reconciliations, cash, checks, deposits, and online revenue receipts.
- Experience with the revenue cycle and associated reporting.
- Experience interpreting and applying financial policies and procedures.
- Considerable knowledge and ability to apply the principles of GAAP, fund and governmental accounting, and financial reporting in a government environment.
- Demonstrated ability to independently establish, maintain, evaluate, and improve financial processes, systems, and internal controls.
- Demonstrated ability to effectively reason in the abstract, conduct complete and thorough analysis, determine the impact of actions or plans, and make effective recommendations to resolve complex issues and support agency plans and decisions.
- Ability to work effectively with agency management, employees, state agencies, auditors and other individuals.
- Exceptionally strong customer service skills.
- Exceptionally strong computer skills, including experience with word processors, spreadsheets, and automated financial systems.
