The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginians. The VDH is made up of a statewide Central Office in Richmond and 32 local health districts. If so, then the Peninsula Districts Health Department is looking for you to fill the District IT Analyst role! The District IT Analyst will show expertise in Information Technology and equipment. This position will assist in keeping our districts tech running smoothly by supporting applications and equipment that fall outside of OIM and VITA/NG. The successful candidate will be the main point of contact for those partners mentioned, while also being the point of contact assisting staff with key systems, training, and everyday technical needs for the Hampton and Peninsula District.

The District IT Analyst provides applications and technical support that is out-of-scope and not provided by OIM and VITA/NG in a health district. Serves as the district point of contact with OIM and VITA/NG. Supports and serves as subject matter expert for applications such as WebVision, WICNet, VENIS, F&A, etc. Provides user training as necessary. May serve as District Information Security Officer. Conducts inventory of technology equipment and supports equipment deemed out of scope of VITA/NG to include audio visual, telecommunications, and standalone printers. Works with the internet website. Provides data analytics, reporting, GIS coding and mapping as well as development of internal databases and spreadsheets using tools such as Excel, Access, etc. May utilize the OIM Data Warehouse.

Minimum Qualifications

• Ability to communicate and work effectively with a diverse staff to implement change; work independently, with minimal supervision, to follow through on assignments and responsibilities
• A valid State Driver's License is required to operate a state vehicle or if operating a personal vehicle while conducting business on behalf of the agency
• Knowledge in information systems management and strong understanding of network topology with an emphasis on SQL report writing tools, data security and user access controls
• Understanding of MS Office Suites including MS Access databases; strong understanding of Microsoft operating systems and client/server architecture to support agency application troubleshooting techniques, ability to use GIS software for data mapping; ability to understand network techniques and telecommunications systems to support application data sharing internally and externally with state and local government contacts; ability to coordinate and implement new data collection techniques; ability to install and support local agency software and printers that are out of scope to VITA; provide webmaster and system analysis support; ability to work with and train end users in agency applications; ability to analyze district’s existing service delivery systems and evaluate impacts of new information system technology

Additional Considerations

• Knowledge of public and/or business administration, statistics and research methodology and processes relating to information technology
• Work experience in a health care setting with multi-disciplinary staff
