Join the DOA leadership team! The Department of Accounts (DOA) is seeking an experienced payroll manager to direct the Payroll Service Bureau (PSB). 

DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.

Job Duties

• Direct all Bureau operations to ensure accurate processing of payroll, leave, and benefits transactions in full compliance with state and federal deadlines, policies and guidelines.
• Complete all required reconciliations and information returns within established deadlines.
• Oversee the development and distribution of management information reports.
• Lead onboarding/offboarding and transition activities for agencies utilizing Bureau services.
• Monitor service delivery levels and ensure effective execution of all business processes.
• Establish program objectives, policies, and procedures to support Bureau operations.
• Identify opportunities for process improvement and implement best practices.
• Supervise and manage Bureau staff to ensure high-quality performance and service delivery, including but not limited to, ensuring that staff are adequately trained to execute all processes and provide excellent customer service.

Minimum Qualifications

• Education or professional experience in payroll and benefits accounting required.
• Comprehensive knowledge of generally accepted accounting principles and state/federal regulations related to payroll and benefits.
• Expertise in internal controls, compliance, and automated systems
• Strong analytical and decision-making skills
• Extensive customer service experience and ability to communicate with diverse audiences with various backgrounds and knowledge levels
• Experience managing professional teams and large-scale payroll/benefits processes

Additional Considerations

• Professional certification in accounting or a related field preferred.
• Significant senior-level experience in governmental accounting and payroll/benefits processes preferred.
• May be required to perform other duties as assigned and may need to work outside of normal business hours as needed to support business unit demands and deadlines.
• This is an essential position under the Continuity of Operations Plan and may be required to work in the event of an agency closing.
• This position requires the completion of the Statement of Economic Interests upon hire and annually thereafter.
