Job Duties

To obtain quality goods and services in a timely fashion and in accordance with all Agency and State Policies and Procedures for Procurement. Supports and fulfills the Department's Mission: We will enhance the quality of life in the Commonwealth by improving public safety. We will accomplish this through reintegration of sentenced individuals in our custody and care by providing supervision and control, effective programs and re-entry services in safe environments which foster positive change and growth consistent with research-based evidence, fiscal responsibility and constitutional standards.

To procure goods and services for DOC Operations in accordance with state laws, departmental, and institutional policies in a cost-efficient manner consistent with sound correctional practices and constitutional standards. To provide accurate and timely purchasing functions following Virginia Public Procurement Act (VPPA), Division of Purchases and Supply (DPS)/ Department of General Services (DGS), departmental and institutional policies for all purchases. Writes specifications, invitations for bids, and requests for proposals. Evaluates bids with the user and makes initial award. Responsible for keeping the Procurement Specialist Sr., Regional Business Manager, Institutions and Unit Heads aware of potential problems and responsible for resolving problems in a timely manner. Coordinates evaluations of vendor performance. Ensures duties are performed as needed and policies are followed.

Minimum Qualifications

Working knowledge of the Agency Procurement and Surplus Property Manual (APSPM), Agency Procurement Policy 260.1 and the Virginia Public Procurement Act (VPPA); ability to communicate effectively, both orally and in writing. Ability to function as part of a team and to handle multiple assignments. Be able to communicate and deal effectively with vendors, agency personnel and institutional department heads while maintaining harmonious working relationships and must be able to resolve complaints.

Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100.
Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132.

Additional Considerations

Experience related to public or private procurement. Virginia Contracting Associate (VCA) or higher - Virginia Contracting Officer (VCO) or other related certification preferred. If individual does not have the VCA certification, the individual will be required to obtain the VCA within one (1) year and VCO within two (2) years of being hired as a condition of employment.
