About the Position
The Testing and Certification Manager provides programmatic leadership for certification processing and testing administration within the Virginia Department of Fire Programs to ensure the integrity, reliability, and accessibility of testing services that support the agencies training and credentialing mission. The incumbent of this position will be responsible for managing staff, systems, and workflows that support the review, verification, and issuance of fire service certifications and the administration of certification examinations. The Testing and Certification Manager ensures that certification processing and testing activities are conducted efficiently, securely, and in compliance with agency policy, standards, and applicable accreditation requirements. Specifically, the Testing and Certification Manager will be responsible for performing functions such as but not limited to providing oversight and coordination of test administrators, skill evaluators, and supporting personnel; maintaining oversight of testing and certification documentation control, certification records management, and archival practices related to credential processing; developing, updating, and enforcing policies and procedures related to testing administration, exam security, and certification processing; and monitoring program performance metrics and providing reports on testing operation certification processing activities and improvement efforts. This position will also provide oversight and administration of systems and technologies supporting testing, certification processing, and assessment deployment; support the implementation, configuration and maintenance of education technologies in coordination with management and system stakeholders; review and submit course related material for accuracy and make changes as necessary; and process and submit reports regarding test session documentation as required.

Minimum Qualifications

  • Experience working with education technologies including, but not limited to, Learning Management Systems (LMS), Testing Management Systems, and Records Management Systems.
  • Experience demonstrating the ability to interpret and apply policies, procedures, and program guidelines.
  • Knowledge of records management and documentation practices.
  • Working knowledge of supervisory principles and state performance management requirements.
  • Experience demonstrating the ability to coordinate multiple projects and meet established deadlines.
  • Experience compiling, reviewing, and analyzing program data.
  • Strong written and verbal communication skills.
  • Experience demonstrating the ability to collaborate with internal divisions and external training partners.
  • Experience demonstrating the ability to identify opportunities for process improvement and operational efficiency.
  • Ability to exercise sound judgment and make decisions in accordance with established policies and procedures.
  • Proficiency in Microsoft Office Suite.

Additional Considerations

  • Extensive experience performing data management and administrative functions
  • Considerable experience training, mentoring and coaching subordinates.
  • Certification in training and development or learning management desired.
  • Valid driver’s license is desired, or ability to travel to work related activities as necessary. Occasional daytime travel will be required.
